233 Illegal Constructions Detected in Jammu Since Jan 2025, 61 Already Demolished: Government

Government steps up enforcement with demolitions, FIRs, and disciplinary action against officials amid rising violations

JAMMU, Apr 2: The Jammu and Kashmir government on Thursday informed the Assembly that 233 unauthorised structures both residential and commercial have been detected across Jammu city over the past 13 months.

Responding to a query raised by BJP MLA Vikram Randhawa, the government detailed that the violations include 122 residential buildings, 107 commercial units, and four properties with mixed usage. Authorities noted that strict enforcement measures are being implemented to curb such irregular constructions.

Between July 2025 and February 2026, officials sealed 64 commercial establishments found operating in violation of building regulations. Additionally, around 61 unauthorised commercial structures have been demolished since October 2024 for failing to comply with legal requirements.

The government clarified that the Jammu Development Authority (JDA) does not maintain separate records for unauthorised banquet halls, community halls, or similar facilities. It reiterated that action against illegal constructions is being carried out in accordance with existing building bye-laws and the COBO Act, 1988.

It also highlighted that a writ petition filed in 2010 by banquet hall owners is still pending before the High Court, which has directed that such establishments should not be shut down until further orders are issued.

Addressing concerns over illegal parking practices, the government revealed that a complaint was received regarding unauthorised fee collection at a JDA parking site near the RTO office in Narwal. Following this, directions were issued to register an FIR against those involved under relevant legal provisions.

On administrative accountability, authorities confirmed that disciplinary measures have been taken against several officials. These include warnings, red entries, transfers, and suspensions. Two officials have been suspended, while another has been removed from the Enforcement Wing due to inefficiency. Additionally, red entries have been recorded in the service files of Pankaj Sambyal and Romesh Kumar for their alleged role in encroachment of JDA land in Jammu South.

The government assured that strict action will continue against violators to ensure compliance with regulations and prevent further unauthorised development.
