Jammu, 18-10-2023 : A Meeting of Bari Brahmana Industries Association (BBIA) was held under the Presidentship of Sh. Lalit Mahajan in the presence of Sh. Tarun Singla, Sr. Vice President, Sh. Ajay Langer Vice President, Sh. Viraaj Malhotra General Secretary, Sh. Rajesh Jain Secretary and Sh. Vivek Singhal Treasurer BBIA & other members to discuss the issue in respect of non release of payment of reimbursement claims by J&K Labour Department for the purchase of Medicines by Industrial Workers registered with ESIC due to non availability of the Medicine in ESIC Hospital/ Dispensaries.
It is pertinent to mention here that as per the data available with the Association, at present around 1.25 Lacs IP’s registered in J&K with ESIC as on 31-3-2022 and with the addition of approx. three family members of IP’s the total nos. of beneficiaries gone up to approx. 5 Lacs and accordingly an Annual Budget of Rs. 12 Crores has been allocated to the Employees Insurance Society constituted by State Govt. but till date only Rs. 1.80 Crores has been given to Society during the current Financial Year due to non submission of Budgetary Provision by Society resulting huge pendency reported by the Industrial Workers as they are running pillar to post for the Reimbursement of their hard money on the purchase of medicines and other related Expenses due to non availability of medicines and other services with the ESI Dispensaries working under the administrative control of J&K Labour Department.
It was further resolved that it is the responsibility of the ESI Hospital/ State run dispensaries to ensure the availability of requisite medicine prescribed by the concerned Doctors and in case of non availability of the same medicines in the ESI Hospital/ Dispensaries the same should be made available to the workers by the Hospital Administration/ Dispensaries by purchasing the same from the market & in case of non availability the claims should be settled immediately on the production of Purchase Bills by the Industrial Workers.
In respect of Up gradation of ESI Hospital Bari Brahmana, we submit that at present around One Lac Industrial Workers and their families registered with the ESIC Jammu which is providing best possible health care services under control of Regional Director Jammu and Medical Superintendent ESI Hospital Brahmana which is over burdened with the shortage of Doctors and Para Medical Staff and it is the need of the hour to Up-Grade the present Hospital from 50 Bedded to 100 Bedded Hospital keeping in mind the massive Investment on card in Industrial and Service Sector in the Union Territory of Jammu & Kashmir in near future for which it is the need of the hour to create additional facility by upgrading the 50 Bedded Hospital to 100 Bedded to accommodate the additional workforce under ESIC Scheme for which Govt. of India already sanctioned requisite funds but due to non availability of land adjoining to ESI Hospital Bari Brahmana the project of up gradation has been delayed.
We request Ms. Rehana Batul (IAS), Commissioner/Secretary Labour & Employment Department, Sh. A.R. War, Labour Commissioner and Regional Director, ESI Corporation, Jammu to kindly intervene in to the matter for the immediate release of pending payments for the reimbursement of pending claims of Industrial Workers to ensure that the claim should be settled at Dispensary Level be designated the Financial Power to the concern Medical Officers of the dispensaries and also take up the matter with J&K SIDCO for the allotment additional land to ESI Corporation for the Up-Gradation of Hospital from 50 to 100 Bedded facility.
