GUWAHATI, Oct 4: The Assam Cabinet on Sunday approved a 12 per cent reservation for state-domiciled former Agniveers in recruitment to police and several allied departments, Chief Minister Himanta Biswa Sarma said.
The decision covers 11 categories of posts across the police, Assam Police Radio Organisation (APRO), State Disaster Response Force (SDRF), Fire and Emergency Services, Forest Guards and Excise Department.
The Cabinet also approved the introduction of a green cess on the transfer of vehicle ownership. The measure is intended to generate resources for afforestation and environmental conservation initiatives, officials said.
However, the proposed levy will not be imposed on electric vehicles, CNG-powered vehicles, two-wheelers and three-wheelers. Transfers resulting from the death of a registered vehicle owner will also remain outside the cess framework, Sarma said.
The state government further sanctioned a one-time grant of Rs 10 crore for infrastructure development at the Assam Regimental Centre in Shillong.
In another administrative decision, the National Highway component of the Public Works Department (Buildings and NH) will be separated and brought under PWD (Roads). According to the chief minister, the restructuring is aimed at improving the management and execution of road infrastructure projects.
The Cabinet also approved the appointment of Tata Consulting Engineers Ltd to prepare the detailed project report (DPR) for Phase-II of the Brahmaputra Riverfront Development Project in Guwahati.
Customised incentives were cleared for Dalmia Bharat Green Vision Ltd for its proposed clinker manufacturing units in Assam. The projects involve an investment of Rs 10,200 crore, Sarma said.
The government also approved a memorandum of understanding between the state administration and the council areas of the Bodoland Territorial Region (BTC), Dima Hasao and Karbi Anglong. The agreement will facilitate the implementation, operation, monitoring and long-term sustainability of rural drinking water supply schemes under the Jal Jeevan Mission and related programmes.
The Cabinet further cleared amendments to the Assam Municipal Corporation Election Rules, 2026. Under the revised provisions, the court of the district judge will be empowered to deal with matters concerning municipal corporation elections.
In another decision, the government approved monthly assistance of Rs 1 lakh under the Chief Minister’s Scheme for Public Emergency to support the functioning of Madhupur Satra, Sarma said.
