Breaking Narco-Terror Ecosystem Needs Higher Conviction Rates: IGP Birdi

IGP Kashmir Reviews Crime, Stresses Strong Prosecution in Drug and Terror Cases

Srinagar, 27th Dec: V K Birdi, Inspector General of Police, Kashmir Zone, on Saturday underscored the critical need to secure convictions under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and the Unlawful Activities (Prevention) Act (UAPA) to effectively dismantle the intertwined networks of narco-crime and terrorism operating in the Valley.

The IGP was chairing the annual crime review meeting at the Police Control Room (PCR) Kashmir, where the overall law and order and crime situation across the region was comprehensively assessed. The meeting was attended by all Range Deputy Inspectors General of Police, district Senior Superintendents of Police from across the Kashmir Zone, and other senior police officers.

During the review, district heads presented detailed briefings on crime trends, preventive measures, registration of FIRs and e-FIRs, quality of investigations, and case disposal rates in their respective jurisdictions. The discussions covered a wide spectrum of offences, including cases registered under UAPA, terror-related and terror-financing cases, attachment of properties in UAPA matters, detentions under the Public Safety Act, NDPS cases including narco-terror linkages, and offences under the Protection of Children from Sexual Offences (POCSO) Act.

Preventive actions, pending inquest proceedings, and efforts to trace and arrest absconding accused also came under detailed scrutiny. The IGP reviewed the progress made in general crime investigations and appreciated district police leadership for sustained efforts in crime prevention and maintaining law and order.

However, Birdi laid particular emphasis on improving conviction rates, especially in cases related to narcotics and terrorism. He stressed that effective investigation, backed by scientific evidence, meticulous documentation, and strong coordination with prosecution agencies, is essential to ensure successful convictions. He directed officers to strengthen follow-up mechanisms and ensure timely and effective presentation of cases before courts.

Highlighting the growing challenge posed by drug trafficking and its nexus with terror funding, the IGP called for a robust and result-oriented strategy to address pendency in NDPS cases. He instructed district heads to personally monitor investigations and chair regular crime review meetings to ensure accountability and consistency in enforcement.

Clear directions were issued on strengthening investigative standards, expediting prosecutions, and ensuring timely disposal of cases, with the overarching objective of disrupting criminal ecosystems that thrive on narcotics trade and terror financing. The IGP reiterated that sustained pressure through lawful investigation and assured convictions remains the most effective tool to safeguard peace and stability in the region.
