Bureaucratic defiance under spotlight as MHA warns of punitive action over IAS Officer transfer non-compliance

MHA warns IAS officer in J&K to join Ladakh by Sept 30 or face disciplinary action

New Delhi, Sept 29: The Ministry of Home Affairs (MHA) has issued a stern directive to Nitish Rajora, IAS (AGMUT: 2021), currently serving as Director Information in Jammu and Kashmir, ordering him to immediately assume charge of his new posting in the Union Territory of Ladakh by September 30, 2025. The ministry has warned that failure to comply will result in serious consequences, including disciplinary proceedings, stoppage of salary, debarment from promotion, and restrictions on future central deputations.

According to the latest order, Rajora, who was transferred to Ladakh by the MHA on May 16, 2025, had not been relieved by the J&K government until now. Citing para 9(viii) of the “Guidelines for Transfer/Posting of IAS/IPS Officers of AGMUT Cadre, 2016,” the ministry clarified that officers under transfer must be relieved within 15 days of the order, failing which they are automatically treated as “stand relieved” from their existing posting. As per the directive, Rajora will be deemed to stand relieved from the Government of J&K effective September 30, 2025.

The order, issued by Rakesh Kumar Singh, Under Secretary to the Government of India, makes it clear that all previous requests for cancellation or deferment of Rajora’s transfer have been rejected and no further representation on the matter will be entertained. “It is directed that Shri Nitish Rajora shall join his new place of posting, i.e., UT of Ladakh, immediately thereafter, under intimation to this Ministry. Should non-compliance of the transfer order persist, he shall be liable to incur various consequences under the service rules, including disciplinary proceedings and debarment from promotion,” the order stated.

Further tightening its stance, the MHA has instructed the Chief Secretary of Jammu and Kashmir not to release Rajora’s salary beyond September 30, 2025, while the Chief Secretary of Ladakh has been directed to confirm his joining report promptly.
