Centre Directs States to Prioritise Women and SC/ST Officers for Central Deputation

Personnel Ministry directs states to nominate eligible officers for key posts under Central Staffing Scheme and CVO positions to ensure adequate representation.

New Delhi, Dec 14: The Centre has directed state governments to prioritise the nomination of women officers and those from Scheduled Caste (SC) and Scheduled Tribe (ST) communities for key central deputation posts, ensuring adequate representation at the decision-making level.

In a communique dated December 10, the Department of Personnel and Training (DoPT) asked chief secretaries to forward names of officers who are unlikely to be recalled for promotion within two years. Nominations will be considered for appointments under the Central Staffing Scheme (CSS) and for Chief Vigilance Officer (CVO) positions in central public sector enterprises (CPSEs) and other central government organisations.

“Sufficient names of women and SC and ST officers may be sponsored so that adequate representation can be provided to them,” the communique stated. It also asked states to provide details of any inquiries or complaints that might affect the vigilance status of applicants.

The ministry emphasised that deputation to the Centre helps officers develop national perspectives while contributing state-level insights at central decision making forums. It also stressed proper cadre management to ensure every eligible officer has an opportunity to serve at the Centre at least once at the middle management level.

Withdrawal of a nominated officer after recommendation could lead to a five-year debarment from central deputation, including foreign postings. “It may be noted that withdrawal of the name of an officer after a panel has been recommended by the Civil Services Board results in debarment for five years,” said Manisha Saxena, Establishment Officer and Additional Secretary, DoPT.

The government has also announced that nominations for CSS posts, CVO positions, and other central appointments will be processed through a dedicated online portal from January 1, 2026. Secretaries of all central government departments have received a similar directive to recommend eligible officers.
