New Delhi, Feb 11 : The Lok Sabha Secretariat has reportedly identified procedural deficiencies in the no-confidence motion notice submitted by the Congress led Opposition against Speaker Om Birla, even as Union Parliamentary Affairs Minister Kiren Rijiju accused some Congress MPs of verbally abusing the presiding officer.
According to reports citing Secretariat sources, the notice signed by 118 Members of Parliament repeatedly referred to “events of February 2025” four times, a lapse that could have led to its rejection under parliamentary rules. Despite the errors, Speaker Birla has directed officials to have the shortcomings corrected and continue with the process.
Sources said the Speaker has instructed the Secretariat to take swift action in line with established procedures. The revised notice is expected to be listed after the second phase of the Budget Session begins and will be examined promptly once resubmitted.
The development comes amid heightened political tensions after Rijiju alleged that a group of Opposition MPs entered the Speaker’s chamber and used abusive language. He claimed that around 20–25 Congress lawmakers were involved and that senior party leaders, including Priyanka Gandhi Vadra and K.C. Venugopal, were present during the episode.
Rijiju described Birla as “deeply hurt” by the incident, adding that stricter action might have followed had the Speaker not exercised restraint. He also criticised remarks attributed to Rahul Gandhi, stating that parliamentary conventions require members including the Prime Minister to speak only with the Chair’s permission.
Sources further indicated that Birla has conveyed he will refrain from presiding over Lok Sabha proceedings until the notice is formally taken up.
Meanwhile, Leader of the Opposition Rahul Gandhi is scheduled to participate in the Lok Sabha debate on the Union Budget 2026–27 later today, setting the stage for a potentially charged session in Parliament.
