National Medical Commission Bars Doctors Linked to Delhi Blast from Practicing Medicine

New Delhi, Nov 15: The National Medical Commission (NMC) on Friday removed the names of Dr Muzaffar Ahmad, Dr Adeel Ahmad Rather, Dr Muzamil Shakeel, and Dr Shaheen Saeed from the National Medical Register after they were charged under the Unlawful Activities (Prevention) Act (UAPA) in connection with the Delhi blast.

As per the commission, these doctors will not be allowed to practice medicine or hold any medical appointments until further orders.

The investigation into the car blast near the Red Fort on November 10, which killed 13 people, and the recovery of 2,900 kg of explosives, has so far led to the arrest of eight individuals, including doctors, with several others detained.

In a public notice, the NMC stated that Dr Muzaffar Ahmad, Dr Adeel Ahmad Rather, and Dr Muzamil Shakeel, all registered with the Jammu and Kashmir Medical Council, were found involved in the case based on evidence gathered by investigating agencies. Their actions were deemed inconsistent with the ethical standards and public trust expected of medical professionals, in line with the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002.

The Jammu and Kashmir Medical Council has cancelled their registration with immediate effect. Consequently, the doctors are barred from practicing medicine until further notice from the NMC.

Key details from the investigation:

On November 10, 360 kg of ammonium nitrate were recovered from Dr Muzamil Shakeel’s rented accommodation at Faridabad’s Al Falah University. Further searches revealed 2,900 kg of explosives linked to a ‘white-collar’ terror module.

Dr Muzaffar Ahmad is currently believed to be in Afghanistan, and Interpol has been approached for a Red Corner Notice.

Dr Shaheen Saeed, from Lucknow, was reportedly aware of the conspiracy and logistical planning linked to the blast.

Dr Adeel Rather, brother of Dr Muzaffar, was arrested from Saharanpur on November 7, with an AK-56 rifle and ammunition seized from his hospital locker in Anantnag.

The NMC reiterated that these doctors’ actions violated the core principles of medical ethics and public trust, prompting their immediate removal from the National Medical Register.
