Jammu, 12-03-2024 : In preparation for the forthcoming Lok Sabha elections in Jammu and Kashmir, the election department has initiated the procurement of three helicopters, including an air-ambulance, as part of its logistical planning. Recently, a request for proposals (RFP) has been floated to solicit bids from reputable companies, agencies, and service providers.
According to the RFP issued by the chief electoral officer of Jammu and Kashmir, the procurement entails one helicopter ambulance, one single-engine helicopter, and one twin-engine helicopter on a wet lease basis for the Lok Sabha elections of 2024 in the region. The objective is to ensure swift and efficient transportation and emergency medical services during the electoral process.
Specifically, the helicopter ambulance will be deployed for five days during each phase of the election, catering to critical medical emergencies. Additionally, a single-engine helicopter will be operational three days prior to the first phase of the election until the conclusion of the last phase. Meanwhile, the twin-engine helicopter will be utilized as needed throughout the electoral period.
The deployment strategy for these helicopters involves flexibility, with the helicopter ambulance and single-engine helicopter stationed at various locations within Jammu and Kashmir, based on the evolving requirements and election phases. On the other hand, the twin-engine helicopter may not remain stationed in the region but will be provided when necessary, with a 48-hour prior intimation period provided to the operator.
The helicopter ambulance service is designed to facilitate the urgent transfer of critically ill or bedridden patients from their current location to a designated medical facility. Equipped with advanced ICU facilities, these helicopters ensure the safe and effective transport of patients until they reach their destination. Cargo doors are essential features of these choppers, enabling the seamless movement of medical equipment and structures during transit.
Furthermore, the RFP specifies that the single-engine rotary wing aircraft must have the capacity to accommodate at least five passengers along with minimal personal baggage or equipment, particularly in high-altitude terrain characteristic of the region.
