Existing Industrial Units in J&K Face Existential Threat Over Industries Department’s Neglect: FOIJ

Crisis Deepens: J&K Industries Urge Authorities to Address Grievances

Jammu, 03-04-2024: An urgent meeting of the Federation of Industries, Jammu was held today under the Chairmanship of Sh. T.S. Reen in the presence of Sh. Lalit Mahajan,  Sh. Jatinder Aul, Sh. S.C. Dutta, Sh. Ajit Lal Bawa, Sh. Raman Jolly Co-Chairmen, FOIJ, Sh. Viraaj Malhotra Secretary General, Sh. Pardeep Vaid Convenor and other Members of FOIJ to discuss the casual approach of the Industries Department to resolve the issues related to Existing Working Industrial Units of Jammu & Kashmir which includes the non-release of Funds for the clearance of pending Turnover Incentives Claims of Rs.207 Crores for the Financial year 2021-22  for which only Rs.50 Crores has been allocated in the Budget for the  Financial Year 2021 but not a Single Rupee has been given to clear the Liability as the Allocated Funds for Turnover Incentives has been diverted for some other works of Industries Department.

Members present in the meeting raised serious concerns about the Negative Attitude of the UT Administration towards the Step Motherly Treatment is being given to the Existing working  Industrial Units working in Jammu & Kashmir providing Direct & Indirect Employment to around 4 to 5 Lacs Local Peoples as the Industries Department failed to resolve the long pending issues in respect of the release of Payment of Turnover Incentive for the Financial Year 2021-22 and 2022-23 till date, Denial of SGST Reimbursement to Existing Units under substantial Expension as notified in the Industrial Policy 2021-30, Denial of Price and Purchase Preference for the supplies to State Govt. Department and other related issues pending with the State Administration since long but till date nothing has been done resulting nos. of Units on the verge of Clouser which may lead to mass-scale Retrenchment of Industrial Workers in near future.

It is pertinent to mention here that the Fiscal Incentives announced by State Govt. as per Industrial Policy 2021-30 exist only on Papers as the Industries Department failed to release the pending Claims of Turnover Incentive amounting to app. Rs. 207 Crores for the Financial Year 2021-22 pending since long  in spite of repeated requests and reminders to enhance the Budgetary allocations from Rs. 50 Crores to Rs. 207 Crores which we termed as the State Administration not interested in providing Hand Holding Support to Existing Working Units who are facing stiff Competition from the New Industrial Units established/ to be established after 01-04-2021 under the NCSS-2021 Scheme of Govt. of India with the grant of 300% Gross GST Reimbursement on the Investment in Plant & Machinery and other Fiscal Incentives.

It is worthwhile to mention here that with the additional grant of Rs.157 Crores for the Reimbursement of Turnover Incentives Claims of Rs.207 Crores for the period 2021-22 of Existing Industrial Units, State Administration will help the Unit Holders to run their Units which is also a safeguard for the Employment of around 4 to 5 lacs local peoples of Jammu & Kashmir.

We request Hon’ble Lt. Governor Sh. Manoj Sinha, Chief Secretary Sh. Atal Dulloo, (IAS) and Commissioner /Secretary Sh. Vikramjit Singh, (IPS) for their kind intervention to resolve the issues related to the Existing Industrial Units of JKUT as on 31-03-2021 with the release of adequate funds for the Turnover Incentives, Reimbursement of SGST to Existing Units under Substantial Expansion, and Marketing Support in the State Govt. purchases and save the Employment of Lacs of Local People.
