Jammu, 22nd.March,2025: The Federation of Industries, Jammu (FOIJ), under the chairmanship of Sh. Lalit Mahajan, convened a meeting to express strong resentment over the release of a mere 10% of the Turnover Incentive claims submitted by existing industrial units in Jammu Province. The meeting was attended by Co-Chairmen Sh. Virendra Jain, Sh. Jatinder Aul, Sh. S.C. Dutta, Sh. Ajit Bawa, Sh. Sanjay Langar, Secretary General Sh. Viraaj Malhotra, Convenor, and other office bearers of FOIJ.
The members expressed deep dissatisfaction with the disbursement of only 10% against Turnover claims for the financial year 2022-23, terming it as grossly inadequate—“a drop in the ocean.” This has led to widespread discontent among industrial units, which provide direct and indirect employment to lakhs of people in the Union Territory.
It was noted with concern that for the financial year 2021-22, claims amounting to ₹207 crores were filed, but only 15% of the payments were released in 2024. Instead of clearing the balance for 2021-22, the government has now released just 10% of the claims for 2022-23. This dilution of the Turnover Incentive, which was initially promised at 3% and 2% respectively to help the local industry remain competitive, is seen as a betrayal by the government.
The FOIJ strongly condemns this delay and demands that the government release the full pending payments for 2021-22 and 2022-23 in one go. The current incentive disbursement does not align with the government’s commitments to support industrial sustainability in Jammu & Kashmir.
Furthermore, it has come to FOIJ’s attention that treasury officers are withholding payments for Turnover Incentive bills forwarded by the Industries Department, without providing any valid justification. We request Hon’ble Chief Minister and Principal Secretary (Finance), Sh. Santosh P. Vaidya, to personally intervene and issue clear directives to treasury officers for the immediate release of pending payments.
FOIJ urges the Hon’ble Lieutenant Governor, Hon’ble Chief Minister, and Hon’ble Deputy Chief Minister to take immediate action and ensure the release of adequate funds as promised, safeguarding the interests of the industrial sector in Jammu & Kashmir.
