Government Orders Judicial Probe Into September 24 Leh Violence, Retired Supreme Court Judge B.S. Chauhan to Lead Inquiry

New Delhi, Oct 17: The Ministry of Home Affairs (MHA) has ordered a high-level judicial inquiry into the violent clashes that occurred in Leh on September 24, which resulted in the death of four individuals and injuries to several others. The probe will be conducted by Dr. Justice B.S. Chauhan, a retired Judge of the Supreme Court of India, to ensure a transparent and impartial investigation into the sequence of events, police response, and the circumstances that led to the escalation of violence.

According to an official statement issued by the MHA, “On September 24, a serious law and order situation had arisen in Leh town, resulting in police action that unfortunately led to the death of four individuals. In order to ensure an independent and unbiased inquiry, the Ministry of Home Affairs has notified a judicial commission headed by Hon’ble Dr. Justice B.S. Chauhan, former Judge of the Supreme Court of India.”

The inquiry commission has been tasked with examining the causes that led to the outbreak of violence, evaluating the actions taken by law enforcement agencies, and identifying measures to prevent such incidents in the future. The announcement underscores the Centre’s stated commitment to upholding justice, transparency, and accountability while addressing the grievances of the people of Ladakh.

The September 24 clashes erupted amid protests by groups demanding statehood for Ladakh and its inclusion under the Sixth Schedule of the Constitution. Demonstrations turned violent when protesters clashed with security personnel, leading to casualties and extensive damage. Over 90 people were reported injured, and two days later, authorities detained noted climate activist Sonam Wangchuk under the National Security Act (NSA) for his alleged role in inciting violence. He was subsequently shifted to Jodhpur Jail in Rajasthan.

In its statement, the MHA reiterated that the Government of India remains open to dialogue and peaceful engagement with all stakeholders, including the Apex Body Leh (ABL) and the Kargil Democratic Alliance (KDA). “The government continues to encourage discussions through the High-Powered Committee on Ladakh or any such forum. We remain confident that sustained dialogue will help achieve consensus and address the aspirations of the people of Ladakh,” the statement read.

The government emphasized that while it is committed to ensuring law and order, it equally values democratic dialogue and public participation. Officials stated that the judicial probe aims to bring clarity to the events of September 24 and to strengthen public confidence in the rule of law. “Justice B.S. Chauhan’s vast experience in judicial reforms and human rights issues will ensure a fair and comprehensive investigation,” a senior official noted.

Political and social organizations across Ladakh have welcomed the decision, describing it as a positive step toward accountability and healing. Many local leaders have called for the inquiry to also examine the administrative and communication lapses that may have contributed to the escalation. Civil society members, while expressing sorrow over the loss of lives, urged both the administration and protest leaders to maintain calm and pursue dialogue-based resolutions.

The judicial commission is expected to submit its findings within a stipulated time frame, after which appropriate actions and recommendations will be considered by the government.
