High-Stakes Dialogue: Federation of Industries Jammu Engages with Secretary, Ministry of MSME, to Address Fiscal Challenges Faced by Industrial Units in J&K

Federation of Industries Jammu Appeals for Policy Support from Ministry of MSME to Counter Industrial Downturn in J&K UT

Jammu/New Delhi, 11-04-2024: A Delegation of Federation of Industries Jammu under the Chairmanship of Sh. T.S. Teen Chairman FOIJ along with Sh. Lalit Mahajan & Sh. S.C. Dutta Co-Chairman, Federation of Industries, Jammu met Sh. S.C.L. Das (IAS), Secretary, Ministry of Micro, Small & Medium Enterprises, Govt. of India in the presence of Sh. Amit Kumar Tamaria, Joint Director, Ministry of Micro, Small & Medium Enterprises, Govt. of India at his office in New Delhi.

FEDERATION OF INDUSTRIES JAMMU INTERACTS WITH SH. S.C.L. DAS (IAS), SECRETARY, MINISTRY OF MSME, GOVT. OF INDIA FOR HAND-HOLDING SUPPORT TO EXISTING WORKING INDUSTRIAL UNITS OF J&K UT

During discussions, Members present in the Delegation requested the Secretary MSME to provide Hand Holding Support by the MSME Ministry, Govt. of India for the survival of Existing Industrial Units that were suffering very badly due to Dilution of Fiscal Incentives in post-GST Regime and Industrial Policy 2021-30 of Union Territory of Jammu & Kashmir resulting thousands of such units may face closer in near future as it is not possible for them to compete with the outside suppliers due to higher Transportation Cost of Raw Materials, Limited Marketing Avenues within the State due to Hostile Borders.

It was also brought to the kind notice of Sh. S.C.L Das (IAS) Secretary MSME that all the previous Package of Incentives notified by Ministry of Industries & Commerce Govt. of India from time to time since 2004 onward, all the Fiscal Incentives were granted to Existing Units under Substantial Extension at par with  New Units whereas under the NCSS-2021 Scheme notified by Ministry of Industries & Commerce Govt. of  India in 2021, the GST Linked Incentive was not granted for the Existing Units resulting majority of Existing Units on the verge of closer.

Existing Industrial Units that were suffering very badly due to Dilution of Fiscal Incentives in post-GST Regime and Industrial Policy 2021-30 of Union Territory of Jammu & Kashmir resulting thousands of such units may face closer in near future as it is not possible for them to compete with the outside suppliers due to higher Transportation Cost of Raw Materials, Limited Marketing Avenues within the State due to Hostile Borders.

Members present in the Delegation highlighted the various issues related to survival of existing Industrial Sector of J&K which includes Request for the Enhancement in Budgetary Allocation for the Reimbursement of Turnover Incentives to Existing as per Govt. order No- 127- Ind. of 2021 dated 21-05-2021, Grant of GST Linked Incentives to the Existing Manufacturing units undertaking Substantial Expansion after 01-04-2021 in respect of enhanced capacities and addition of new products, Road Freight Reimbursement of Road Freight for the purchase of Raw Materials by Local Existing Units, Price/Purchase Preference to Local MSME Units in State/Central Govt. Purchases, Exemption to MSME Units from the preview of ESI Act having less than 20 Employees at par with Employees Provident Fund Organisation Act.

Sh. S.C.L. Das (IAS), Secretary, Ministry of Micro, Small & Medium Enterprises, Govt. of India gave a patient hearing to the issues raised by members of the Federation of Industries Jammu and assured the Delegation that the Ministry of MSME is very keen for the  Development MSME Units in Union Territory of Jammu & Kashmir and the matter shall be taken for early resolution with the UT Administration for J&K UT-specific issues and also with the concerned Ministries of Govt. of India for the survival of Existing Industrial Units.
