New Delhi, Nov 28: Russia’s President Vladimir Putin will visit India for a state visit from December 4–5, 2025, to participate in the 23rd Annual India–Russia Summit, officials confirmed. Prime Minister Narendra Modi will host the Russian leader during the visit, which is expected to review the full spectrum of bilateral ties and reinforce the “Special and Privileged Strategic Partnership” between the two nations.
President Droupadi Murmu will receive Putin and host a state banquet, highlighting the importance of the visit amid evolving geopolitical dynamics.
Defence Cooperation Takes Priority
Defence Secretary Rajesh Kumar Singh said ahead of the summit that India intends to seek clarity from Moscow regarding delays in the delivery of S-400 air defence systems. While no new procurement announcements are expected, Singh noted that India and Russia maintain a “very large defence programme,” with several contracts pending and milestones slipping.
Singh added that the remaining S-400 batteries are promised for delivery in the coming financial year. India’s S-400 systems have already proven strategically significant, notably during Operation Sindoor, when they helped intercept Pakistani aircraft over 300 km inside Pakistani territory.
Moscow Calls Visit ‘Grand and Fruitful’
Russian officials have described the visit as “extremely grand” and “fruitful.” Kremlin aide Yuri Ushakov emphasized that the summit offers an opportunity to implement agreements between Modi and Putin for annual meetings addressing both bilateral relations and international issues.
As the visit approaches, strategic signalling, defence negotiations, and pending equipment deliveries are set to make the summit a pivotal moment for India–Russia ties, reinforcing their partnership at a critical time for regional and global stability.
