Srinagar, Oct 30: The Jammu and Kashmir Legislative Assembly on Thursday passed four key reform-oriented bills designed to enhance governance, protect citizens’ rights, and modernize administrative systems across the Union Territory.
Chief Minister Omar Abdullah introduced and secured the passage of the Jammu and Kashmir Rent Regulation Bill, 2025 (LA Bill No. 4), which establishes a Rent Authority to regulate tenancy agreements, protect both landlords and tenants, and ensure swift resolution of rental disputes.
Rural Development and Panchayati Raj Minister Javid Ahmad Dar successfully piloted two bills the Panchayati Raj (Amendment) Bill, 2025 and the Cooperative Societies (Amendment) Bill, 2025 aimed at deepening grassroots democracy, empowering local bodies, and reforming the cooperative sector for greater transparency and accountability.
Deputy Chief Minister Surinder Kumar Choudhary also introduced and saw passage of the Shops and Establishments (Regulation of Employment and Service Conditions) Bill, 2025, which consolidates existing labour laws to ensure improved working conditions, timely wages, and better protection of worker rights.
All four bills were passed through a voice vote following brief discussions on proposed amendments, marking a significant step in the government’s ongoing efforts to streamline administrative, economic, and social reforms in Jammu and Kashmir.
