Jammu, 30-01-2025: The much-anticipated first budget session of the Jammu and Kashmir Legislative Assembly under the National Conference-led government is set to commence on March 3, 2025. Lieutenant Governor Manoj Sinha has officially summoned the Assembly for this crucial session, marking a significant political milestone in the region’s governance. This budget will be the first presented by the newly formed government, setting the tone for its economic and developmental priorities.
According to an official notification issued by the Legislative Assembly secretariat, the session will begin with the Lieutenant Governor’s address to the members at 10:00 AM on the opening day. As per the order, issued under Section 18(1) of the Jammu and Kashmir Reorganization Act, 2019, the LG has exercised his constitutional authority to summon the Assembly. Another order under Section 21(1) of the same Act calls upon all members to assemble and participate in the proceedings, which will play a pivotal role in shaping the policy direction for the coming year.
The decision to summon the Assembly in the first week of March came following a recommendation from the cabinet led by Chief Minister Omar Abdullah. However, the timing of the session has sparked some political debate, with Peoples Conference president Sajad Gani Lone expressing concerns over its scheduling during the holy month of Ramadhan. Despite these objections, the government has proceeded with its decision, emphasizing the need for timely budgetary approvals and legislative discussions.
In preparation for the session, the Legislative Assembly secretariat has set deadlines and limits for legislative submissions by the MLAs. Each legislator is permitted to submit up to ten starred and ten unstarred questions by February 10, 2025. Additionally, each MLA can propose a maximum of three bills within the same deadline. Furthermore, legislators can introduce up to four resolutions, with the final submission date set for February 16, 2025. These guidelines aim to ensure a structured and productive legislative session.
The upcoming budget session is expected to be a crucial platform for deliberations on the economic roadmap of Jammu and Kashmir. With the National Conference-led government now at the helm, there is widespread anticipation regarding its fiscal policies, welfare schemes, and infrastructure initiatives.
