JAMMU, Oct 9: To enhance disaster preparedness and response across the Union Territory, the Government of Jammu and Kashmir has constituted Disaster Management Committees at both Block and Panchayat levels. These committees aim to ensure coordinated and timely action during natural calamities.
At the Block level, the committee will be chaired by the Block Development Council Chairperson, with members including the Tehsildar, Block Development Officer, Child Development Project Officer (ICDS), and representatives from departments such as REW, PDD, Jal Shakti, PWD (R&B), as well as the Block Medical Officer, Zonal Education Officer, and Accounts or Statistical Officer. The panel will also include a representative from the Fire and Emergency Department and two nominated Sarpanches. In areas without Panchayati Raj Institutions, the Assistant Commissioner Panchayat (ACP) will serve as Chairperson.
The Block-level committees will oversee disaster management facilities, form Civil Defence Committees, train youth in disaster response, assist in relief and compensation, and implement mitigation programs.
At the Panchayat level, the committee will be chaired by the Sarpanch, supported by the Naib Tehsildar, Patwari, local Medical Officer, Headmaster, Junior Engineers from various departments, Secretary Panchayat, and Panchayat Accounts Assistant, along with two nominated Panches and local volunteers. Where Panchayati Raj Institutions are absent, the Block Development Officer (BDO) will act as Chairperson.
The Panchayat committees will focus on identifying disaster-prone areas, maintaining management facilities, mapping local resources, training youth, and ensuring prompt relief and compensation in line with government guidelines.
