J&K Govt Dismisses Two Employees for Alleged Terror Links Under Article 311

Lieutenant Governor Manoj Sinha orders termination of Reasi and Rajouri teachers, citing state security concerns

SRINAGAR, Oct 30: Jammu and Kashmir Lieutenant Governor Manoj Sinha has ordered the dismissal of two government teachers from service over alleged links with terror networks, officials said on Thursday.

The employees Ghulam Hussain and Majid Iqbal Dar  were both serving in the Education Department. Hussain hails from Kalwa Mulass in Reasi’s Mahore tehsil, while Dar is a resident of Ward No. 1, Kheora area in Rajouri district.

According to the dismissal orders, the Lieutenant Governor, after considering the facts and circumstances of the cases and based on intelligence inputs, was satisfied that the activities of the employees were detrimental to state security.

Invoking sub clause (c) of the proviso to clause (2) of Article 311 of the Constitution, the orders stated that holding an inquiry would not be expedient in the interest of the security of the State.

The move is part of the administration’s continued crackdown on employees suspected of involvement in anti-national activities. Over the past few years, dozens of government employees have been terminated without inquiry under similar provisions.
