Lucknow, September 18: Bahujan Samaj Party (BSP) chief Mayawati has raised concerns over the Centre’s new Merchant Discount Rate (MDR) framework for certain UPI transactions and the Uttar Pradesh government’s plan to convert 14,429 primary schools into smart schools.
In a statement posted on X on Friday, Mayawati said the introduction of charges on selected digital payments could add to concerns among people already facing economic pressures. She urged the government to prioritise measures aimed at providing relief to ordinary citizens.
Under the new UPI framework, a 0.4% MDR will apply from October 15 to specified person-to-merchant transactions above Rs 2,000. However, the Finance Ministry has clarified that the MDR is paid within the merchant payment ecosystem and will not be charged to consumers. Person-to-person transactions will remain free, while about 96% of merchant transactions are expected to remain unaffected.
Mayawati said the government should carefully assess the broader impact of the revised payment framework, particularly given the importance of UPI in India’s digital economy. She argued that policy measures should focus on reducing financial pressures on households rather than increasing public concerns.
The BSP chief also questioned the Uttar Pradesh government’s decision to develop 14,429 council primary schools as smart schools. She said that while digital infrastructure can benefit students, schools should first have essential facilities in place.
Mayawati highlighted the need for adequate classrooms and shelter, furniture, textbooks, toilets, playgrounds and proper sanitation. She suggested that the government should ensure these basic requirements before directing significant resources towards digital facilities.
The Uttar Pradesh Cabinet recently approved the proposal to upgrade 14,429 primary schools under the smart school programme. The project has a budget allocation of around Rs 300 crore, with internet connectivity and information and communication technology (ICT) facilities among the planned improvements.
Mayawati called for the initiative to be implemented with greater attention to the basic needs of students and schools, while reiterating her demand for policies that provide tangible relief to the public.
