Opposition Bloc, Independent MP Write to CJI Seeking Scrutiny of EC’s Special Intensive Revision

Joint representation raises concerns over the Election Commission's voter roll revision process and seeks judicial attention to electoral transparency and accountability.

New Delhi, June 30: A coalition of 23 political parties along with Independent Rajya Sabha MP Kapil Sibal on Tuesday submitted a joint letter to Chief Justice of India Surya Kant, expressing concerns over the Election Commission’s Special Intensive Revision (SIR) of electoral rolls and several broader issues related to the conduct of elections.

The move marks a coordinated effort by opposition parties to seek judicial attention on what they describe as important questions surrounding the integrity, transparency and implementation of the voter verification exercise being carried out by the Election Commission of India (ECI).

Congress General Secretary Jairam Ramesh announced the development through a post on X, stating that the opposition alliance remains united in its commitment to safeguarding democratic institutions. Referring to the alliance’s approach as “SURE”  an acronym for Solidarity, Unity and REsistance   Ramesh said the decision to approach the Chief Justice was taken collectively during the INDIA alliance meeting held on June 8.

According to Ramesh, representatives of 21 political parties and one Independent Member of Parliament had attended the June 8 meeting, where a consensus was reached to draft a common representation highlighting concerns related to the Special Intensive Revision process and other election-related matters.

He added that the final communication, dispatched on Tuesday, carries the signatures of 23 political parties in addition to Independent MP Kapil Sibal, reflecting wider support for the initiative.

Sources familiar with the matter said the letter not only raises issues concerning the ongoing voter roll revision exercise but also seeks greater clarity regarding the Election Commission’s functioning, decision making process and institutional role in ensuring free and fair elections.

The opposition has argued that electoral roll revisions must be conducted in a transparent, inclusive and legally consistent manner so that eligible voters are not inadvertently excluded from the democratic process. Several parties have maintained that any large-scale verification exercise should include adequate safeguards, public consultation and sufficient opportunity for affected citizens to respond.

Trinamool Congress leader Derek O’Brien also confirmed that the joint representation had received the support of additional INDIA bloc constituents, including the Aam Aadmi Party (AAP) and the Dravida Munnetra Kazhagam (DMK). In a message posted on X, O’Brien welcomed the broader participation and described the coordinated effort as a positive step for the opposition alliance.

The issue of the Special Intensive Revision has remained a major point of contention between the Election Commission and opposition parties over the past several weeks. Critics have questioned aspects of the exercise, including its timing, implementation and potential impact on voter participation ahead of upcoming elections.

The Election Commission, however, has maintained that electoral roll revisions are a routine constitutional responsibility aimed at ensuring the accuracy of voter lists. The poll body has repeatedly stated that such exercises are carried out in accordance with established legal procedures and are intended to remove duplication, update records and include all eligible electors.

Political observers note that the latest representation to the Chief Justice underscores the growing debate over electoral reforms and institutional accountability. The opposition hopes that judicial scrutiny will help reinforce public confidence in the electoral process while ensuring that constitutional principles governing free and fair elections are fully upheld.

With the matter now formally placed before the Chief Justice, attention is likely to focus on whether any judicial proceedings emerge from the opposition’s appeal. The development also signals that electoral processes and the functioning of constitutional institutions are expected to remain central themes in the country’s political discourse in the months ahead.
