Government clarifies no amnesty planned for industrial units, ₹322 crore revenue realised under first scheme

SRINAGAR, Oct 29: The Jammu and Kashmir government on Wednesday announced that over 2.81 lakh domestic power consumers have availed benefits under the first Power Amnesty Scheme, which offered relief on surcharge and interest accumulated up to March 31, 2022.
Responding to a query by legislator Tariq Hameed Karra, the Power Development Department (PDD) clarified that there is currently no proposal to extend the Amnesty Scheme to industrial unit holders for clearing their electricity liabilities.
Under the first Amnesty Scheme, 1,64,729 consumers under JPDCL and 1,17,237 under KPDCL benefited, leading to a total revenue realisation of ₹322 crore   with ₹164 crore from JPDCL and ₹158 crore from KPDCL, the department stated.
Providing an update on the second ongoing Amnesty Scheme, which began on August 4, 2025, and will remain open until March 31, 2026, the PDD said 18,854 consumers have availed benefits so far   547 under JPDCL and 18,307 under KPDCL.
The department clarified that the amnesty covers only interest and surcharge components, while the principal amount must still be paid by consumers. It also stressed that disconnection of power supply is treated separately, adding that connections are restored immediately upon partial payment, with any unpaid balances adjusted in future bills.
