NEW DELHI, Jul 29: Prime Minister Narendra Modi on Tuesday directed the country’s senior bureaucrats to ensure that public welfare remains the guiding principle behind every government decision, urging ministries and departments to work in greater coordination while accelerating reforms, technological innovation and infrastructure development.
Chairing the second high level meeting with Secretaries to the Government of India, the Prime Minister reviewed the progress and future roadmap of ministries responsible for finance, economy, commerce, industry and technology. The discussions focused on strengthening governance, promoting innovation and achieving the long-term vision of Viksit Bharat through effective policy implementation.
Addressing the gathering, Modi stressed that governance should always revolve around the needs and aspirations of citizens. He said government institutions must remain responsive, transparent and accountable, ensuring that every policy contributes directly to improving people’s lives.
The Prime Minister also called for dismantling both horizontal and vertical administrative silos that often delay decision-making and reduce efficiency. He said ministries should function with a collaborative approach, sharing expertise and resources to achieve integrated outcomes instead of working in isolation.
According to an official statement, the meeting examined future priorities across several strategic sectors while identifying measures to improve coordination among departments. The review forms part of the government’s broader effort to speed up economic growth and strengthen India’s global competitiveness.
Sharing details of the meeting on social media platform X, Modi said discussions covered important issues relating to finance, commerce, industry and technology. He highlighted the need to make governance more responsive to citizens, expand infrastructure, promote domestic innovation and encourage greater participation of young entrepreneurs in emerging sectors.
The Prime Minister urged senior officers to foster a culture of teamwork across ministries, saying that collaborative governance is essential for delivering faster and more effective public services. He noted that departments must work with a shared national vision rather than operating independently.
A major focus of the meeting was technological self-reliance. Modi said India must not only continue investing heavily in physical infrastructure but also strengthen indigenous research, innovation and manufacturing capabilities in critical technologies. Building domestic expertise, he observed, is vital for ensuring long-term economic resilience and strategic independence.
He also highlighted the growing importance of energy security, describing it as a crucial pillar of national security, economic stability and public welfare. India, he said, should pursue self-reliance in the energy sector through innovation, diversification of energy sources and rapid expansion of domestic capacity.
During the interaction, Modi reiterated that governance reforms are not temporary initiatives but an ongoing process necessary for improving institutional performance. He encouraged ministries to continuously review administrative procedures, modernise work culture and enhance operational efficiency to meet evolving national priorities.
The Prime Minister also stressed the importance of cybersecurity as digital technologies become increasingly integrated into governance and public services. He warned that rapid technological expansion must be accompanied by strong safeguards to protect digital infrastructure from emerging cyber threats.
Calling cybersecurity a national responsibility, Modi encouraged greater participation by young innovators, startups and entrepreneurs in developing advanced cyber defence solutions. He said the cybersecurity ecosystem should evolve into a broad-based movement involving government, industry and academia.
Another important issue discussed during the meeting was strategic communication. Modi observed that several national initiatives often become targets of misinformation and baseless speculation. He advised ministries to proactively communicate government policies and scientific developments so that citizens receive accurate and timely information.
Recognising the rapidly changing employment landscape, the Prime Minister advocated closer collaboration between educational institutions and industry. He suggested designing new academic programmes that equip students with skills aligned to future industries, advanced manufacturing, digital technologies and innovation-driven sectors.
Modi further remarked that governments must remain youthful, adaptable and future-ready. He said institutions should embrace innovation, anticipate emerging challenges and continuously evolve to meet changing national and global requirements.
The meeting included detailed presentations by Secretaries representing various ministries, who reviewed implementation progress, identified policy priorities and discussed challenges requiring inter departmental coordination. Senior officials from the Prime Minister’s Office, the Cabinet Secretary and Secretaries of key ministries also participated in the deliberations.
The high-level review reflects the government’s continued emphasis on coordinated administration, technology led development and efficient governance as India advances towards its long-term development objectives. Officials believe that stronger institutional collaboration, policy reforms and citizen-focused administration will play a central role in achieving sustainable economic growth and national development in the coming years.
