PM Modi Calls Emergency a Dark Chapter That Crushed Democratic Values

Marking ‘Samvidhan Hatya Diwas’, Prime Minister pays tribute to those who resisted authoritarian rule and defended democratic principles during the 1975-77 Emergency.

New Delhi, June 25: Prime Minister Narendra Modi on Thursday described the Emergency imposed in 1975 as a grave challenge to India’s democratic framework, stating that the period witnessed the curtailment of fundamental freedoms and significant pressure on institutions entrusted with safeguarding constitutional governance.

Observing ‘Samvidhan Hatya Diwas’, the Prime Minister remembered those who stood firm in defence of democracy during the 21-month Emergency and said their sacrifices continue to inspire future generations. He noted that the episode remains a crucial reminder of the importance of protecting citizens’ rights and preserving democratic institutions.

In a message shared on social media, Modi said the Constitution represents the collective aspirations and responsibilities of the people of India. He stressed that the nation must remain committed to upholding the principles of justice, liberty, equality and fraternity that form the foundation of the constitutional framework.

The Prime Minister remarked that the Emergency period was marked by restrictions on civil liberties, limitations on free expression and the detention of several opposition leaders, journalists and social activists. According to him, the events of that era demonstrated the consequences of concentrated power and underscored the need for strong democratic safeguards.

Paying homage to individuals who resisted the Emergency, Modi said their courage helped preserve democratic ideals during a challenging phase in the country’s political history. He added that their commitment to constitutional principles serves as an enduring example of public participation in defending democratic values.

The Emergency was declared on June 25, 1975, under Article 352 of the Constitution and remained in force until March 21, 1977. During this period, extensive powers were vested in the executive, while several constitutional protections and political freedoms were restricted.

The Union Government has been observing June 25 as ‘Samvidhan Hatya Diwas’ since 2025 to commemorate the impact of the Emergency and raise awareness about the importance of constitutional governance. The decision was announced through an official notification that highlighted concerns regarding the suspension of democratic processes during that period.

Historians and political observers often describe the Emergency as a defining chapter in India’s constitutional journey. The period witnessed increased governmental control over public discourse, significant political developments and a series of constitutional amendments that altered the balance between institutions.

The Prime Minister said the observance is intended not only to remember the past but also to strengthen public commitment to democratic norms. He emphasized that a vigilant citizenry and robust institutions are essential for ensuring that constitutional values remain protected.

As the country marked the anniversary of the Emergency proclamation, discussions across political and academic circles revisited the lessons of that era and the importance of maintaining democratic accountability. The occasion also served as a reminder of the resilience of India’s democratic system and its ability to overcome periods of political uncertainty.

Reaffirming his faith in the Constitution, Modi said the nation must continue moving forward with a shared resolve to uphold democratic principles and safeguard the rights and freedoms guaranteed to every citizen.
