SRINAGAR, Jun 23: The Jammu and Kashmir Government has entrusted Prof. (Dr.) Rukhsana Najeeb, a senior faculty member of Government Medical College (GMC) Srinagar, with the additional responsibility of Secretary (Technical) in the Health and Medical Education (H&ME) Department.
The appointment was made through Government Order No. 506-JK (HME) of 2026 dated June 23, 2026. Prof. Najeeb, who serves as Professor in the Department of Anesthesiology at GMC Srinagar, will assume the additional administrative role with immediate effect.
Officials said the decision has been taken to ensure smooth functioning and effective management of technical matters within the Health and Medical Education Department. The arrangement will remain in force until further orders are issued by the government.
The order clarified that the assignment is purely a temporary administrative measure and does not entitle the officer to seek regular appointment against the post or claim any consequential benefits, including seniority, promotion, or service privileges linked to the position.
It further stated that all service-related matters concerning the assignment shall continue to be regulated in accordance with the applicable rules and provisions governing government service.
The directive was issued by the Health and Medical Education Department under the authority of the Jammu and Kashmir Government and was signed by Commissioner/Secretary, H&ME Department, M. Raju (IAS).
Copies of the order have been circulated to several offices, including those of the Chief Minister, Lieutenant Governor, Ministry of Home Affairs, Principal GMC Srinagar, Director Archives, Archaeology and Museums, and other concerned departments for information and necessary action.
The move places an experienced medical academic in an important technical administrative role within the department, aimed at strengthening institutional coordination and governance in the health sector.
