Moscow/Kyiv, Nov 22: Russia is prepared to hold a substantive and detailed discussion on the new US-proposed 28-point peace plan on Ukraine, President Vladimir Putin has said.
Putin confirmed that Moscow has received the draft plan through existing communication channels with Washington. While the proposal could potentially serve as the basis for a final settlement, he noted that its contents have not yet been examined or negotiated in detail with Russia.
Putin reiterated that Russia remains ready for “peace talks and a peaceful resolution of problems,” stressing Moscow’s willingness to “discuss all details of the proposed plan in a substantive manner,” Xinhua reported.
The development comes as Russia-Ukraine talks have been stalled since Putin’s meeting with US President Donald Trump in Alaska in August.
On the Ukrainian side, President Volodymyr Zelensky has warned citizens that the country is facing one of the most difficult choices in its history. He said growing pressure to accept the US-brokered plan has put Ukraine in a dilemma between “losing its dignity or losing a key partner,” in reference to the United States.
According to leaks, the 28-point US plan would require Ukraine to:
Hand over territory not currently occupied,
Accept Russia’s continued control over Crimea, Donetsk and Luhansk,
Hold elections within 100 days,
Reduce the size of its military, and
Abandon aspirations of joining NATO.
Kyiv has not publicly accepted the proposal, amid fears it would legitimize Russian occupation and compromise Ukraine’s long-term security.
