Redevelopment of Sabzi Mandi, Jammu

The redevelopment of Sabzi Mandi at Parade Jammu is a much-needed step for a market that has served the city for decades but has long required serious civic attention. Traditional markets are the lifeline of urban life, but they cannot be left to function under outdated conditions. Vendors deserve dignity, customers deserve convenience and the city deserves cleaner, better-organised public spaces.

The ₹5.88 crore redevelopment project offers an opportunity to transform one of Jammu’s oldest vegetable markets into a modern, hygienic and functional trading centre. A Sabzi Mandi is not just a commercial space. It supports farmers, vendors, transporters, small traders and thousands of households who depend on fresh produce every day. If such a market remains congested, poorly drained and disorderly, the impact is felt by the entire city. The proposed covered shed with 117 vendor platforms is a practical intervention. Vendors should not be forced to conduct business under harsh sun, rain or unsafe temporary arrangements. Proper vending platforms, durable flooring and weather protection are basic requirements, not favours. The use of Kota stone flooring, granite tops and granite cladding can improve cleanliness and durability, but only if the work is executed with quality and regular maintenance. The construction of 44 permanent commercial shop blocks will also help bring structure to the market and support allied businesses in a more organised manner. At the same time, the strengthening of drainage is one of the most important components of the project. A vegetable market cannot function properly if waterlogging, waste accumulation and poor sanitation are allowed to continue. Clean drains, smooth wastewater disposal and proper waste handling must remain non-negotiable. The plan to provide separate toilet blocks for men and women, drinking water facilities, improved internal movement areas and a redesigned entry gate shows that the project looks beyond cosmetic improvement. Public markets need amenities that serve real people. Traders, labourers, shoppers and visitors all need facilities that are clean, accessible and properly maintained. A modern market must function with discipline, not disorder. The use of Pavement Quality Concrete for circulation areas is also a sensible decision. Markets like Parade Sabzi Mandi witness heavy daily footfall and regular loading activity. Weak surfaces quickly turn into broken patches, mud, dust and inconvenience. Durable surfaces can reduce maintenance costs and make daily movement safer and smoother. However, the real test of this redevelopment will not be the laying of the foundation stone. It will be timely completion, honest execution and lasting quality. Too many civic projects begin with promise but suffer because of delays, weak workmanship or poor follow-up. Parade Sabzi Mandi cannot afford that. The administration must ensure strict monitoring, transparent spending and accountability at every stage. Vendors must also be properly consulted during implementation. Their livelihoods should not be casually disrupted in the name of modernisation. Temporary arrangements during construction must be planned with sensitivity so that small traders are not pushed into uncertainty. A market is not only built with cement and steel. It is built around the people who keep it alive. Jammu Smart City initiatives must remember that modernization should not erase the character of traditional spaces. Parade Sabzi Mandi has its own identity, rhythm and public importance. The aim should be to remove chaos, not community character; to improve hygiene, not displace livelihoods; to organise trade, not weaken local commerce. If completed properly, this project can become a model for upgrading other traditional markets in Jammu. Urban governance is not judged only by large roads and landmark structures. It is judged also by the condition of everyday places where ordinary citizens shop, work and earn. A clean, organized and vendor-friendly Sabzi Mandi will strengthen local commerce, improve public health and restore dignity to small traders.

The project has raised public expectations. Now the authorities must deliver. Parade Sabzi Mandi needs a modern facelift, but it also needs sincerity, speed and quality. The final success will be visible when vendors work with dignity, shoppers move with ease and Jammu gains a market that is cleaner, safer and worthy of its historic place in the city.
