Safety certificates in J&K: corruption clouds public safety, accountability demanded, Rakesh Kumar Koul urges strict action

Jammu, September 1, 2025: Rising concerns have emerged in Jammu and Kashmir over the issuance of safety certificates for commercial establishments, with allegations that corruption and negligence have turned a life-saving safeguard into a mere formality. Critics fear that such lapses in a disaster-prone region expose the public to grave risks.

Former Sarpanch, social activist, and freelance journalist Rakesh Kumar Koul strongly criticized authorities for overlooking the provisions of the Disaster Management Act 2005 and permitting construction in highly vulnerable zones, including flood channels, forest land, and government-owned areas, despite well-known risks of natural disasters.

“The Disaster Management Act 2005 prohibits construction in vulnerable zones, yet permissions were granted in fragile areas. Who is responsible for these violations? Why should ordinary citizens suffer while guilty officials escape accountability?” Koul questioned.

Expressing dismay at the erosion of trust in governance, he remarked: “If safety certificates are issued without proper verification, they invite tragedy rather than prevent it. The unwillingness of the government to act firmly against corrupt officials has created a serious trust deficit.”

Koul called for immediate corrective measures, including:

    • Independent safety audits across all hazard-prone commercial areas.

    • Public disclosure of certificates along with the names of issuing officers.

    • Penalties and criminal action against negligent or corrupt officials.

    • Strict enforcement of the Disaster Management Act 2005.

While raising these concerns, Koul also conveyed optimism about the region’s leadership.“I believe Jammu and Kashmir is in the hands of two dynamic leaders. People have faith that Hon’ble LG Shri Manoj Sinha will ensure accountability and that no wrongdoer is spared. Under the Chief Ministership of Shri Omar Abdullah, I am confident development and planning will be carried out transparently and strictly in line with guidelines,” he said.
