Climate change is no longer a distant warning for Jammu and Kashmir. It is already visible in changing weather patterns, pressure on water sources, fragile mountain slopes, stressed agriculture, forest concerns, and the growing vulnerability of communities living in difficult terrain. The National Seminar on “Environment, Climate and Sustainability: Science, Policy and Pathways” at Kashmir University, attended by Lieutenant Governor Manoj Sinha at its valedictory session, therefore carried a message that cannot be limited to academic discussion. It spoke directly to the future of governance, development and public safety in this sensitive Himalayan region.
The most important point raised during the seminar is that science and policy must stop working in isolation. Jammu and Kashmir cannot afford a system where scientists produce data, researchers publish reports, and departments continue to make decisions in the old routine manner. Climate challenges are moving faster than our administrative responses. If research findings do not reach district plans, water policies, disaster preparedness, construction approvals and conservation strategies in time, then knowledge loses much of its public value. The Lieutenant Governor rightly underlined that climate change, biodiversity loss and pollution are connected challenges. They cannot be handled separately by different departments without coordination. Water policy, forest policy, urban planning, tourism development, agriculture and disaster management are all linked. A decision taken in one sector can create pressure in another. In a fragile region like Jammu and Kashmir, this connection becomes even more serious. A careless construction decision, weak drainage planning, forest degradation or unregulated tourism pressure can deepen ecological risks and affect ordinary people. This is why geospatial intelligence, GIS, remote sensing, UAVs, Artificial Intelligence, and real-time decision-support systems are no longer optional tools. They are essential for modern governance. Climate Sensitivity Maps and Spatial Decision Support Systems can help identify vulnerable areas, guide development, improve early warning, and prevent avoidable damage. The old habit of waiting years for reports cannot work in an age when floods, landslides, heat stress and water-related risks can emerge suddenly and severely. But technology alone is not the answer. This is where a stronger and more honest view is needed. Jammu and Kashmir does not need impressive data that remains unused. It does not need beautiful maps that never influence policy. It does not need seminars that end with speeches and photographs. What it needs is a clear institutional system that converts scientific knowledge into decisions on the ground. If a district is vulnerable, planning must change. If a river system is under stress, intervention must begin. If a construction zone is unsafe, permission should not be granted merely because files are complete. Universities must also be given a larger public role. Kashmir University and other institutions should not be treated only as academic spaces. They can become knowledge partners for climate planning, environmental monitoring and public awareness. Young researchers must be encouraged to work across disciplines because environmental problems do not follow departmental boundaries. A hydrologist, ecologist, geologist, planner, administrator and disaster-management expert must work together if the region has to prepare for the coming decades. The vision of a climate-resilient and inclusive India by 2047 will remain incomplete if Himalayan regions are not placed at the centre of planning. Jammu and Kashmir faces a unique combination of ecological sensitivity, border geography, tourism pressure, urban expansion and rural vulnerability. Its climate policy must therefore be local, practical and people-centred. Farmers, forest communities, tourism workers, urban residents and people living in remote areas should all be part of this conversation.
Finally, Jammu and Kashmir should create a permanent science-policy platform involving universities, experts, district administrations and key departments. Every major project in fragile areas should undergo climate and ecological risk assessment. District-level climate cells should be strengthened with data, trained staff, and authority. Early warning systems must be improved, and scientific advisories must become part of official decision-making. The message from Kashmir University must now move from the seminar hall to the field. Climate resilience will not come through speeches alone. It will come when science guides policy, policy shapes action, and action protects people, nature, and the future of Jammu and Kashmir.
