Srinagar Police Launch Crackdown on Hotels, Homestays and Houseboats for Form-C Violations

Multiple FIRs registered across city after foreign nationals found staying without mandatory Form-C reporting

Srinagar, Dec 8: In a major security driven crackdown, Srinagar Police has booked several hotels, homestays and houseboats across the summer capital for serious violations of mandatory Form-C reporting, a legal requirement under the Immigration & Foreigners Act for hosting foreign nationals.

According to a police statement, intensified security checks revealed widespread lapses across multiple locations, prompting registration of FIRs in five police stations.

Rajbagh

Hotel Blossoms, Hotel Grand MS and Hotel Golden Forest were found accommodating foreign tourists without submitting Form-C to the Foreigners Registration Office. FIR No. 65/2025 under Sections 8 & 23-B of the Immigration & Foreigners Act was lodged at Police Station Rajbagh.

Khanyar

Hotel Khyber in Khayam failed to provide any Form-C submission proof despite repeated warnings. FIR No. 57/2025 was registered at Police Station Khanyar.

Lal Bazar

IMY Homestay in Nowabagh Bagwanpora, owned by Mohammad Aslam Baktoo, had concealed the stay of an Israeli national and others. FIR No. 60/2025 was filed under Sections 8 and 23(b) of the Act.

Nishat

A house owner in Vakeel Colony, Brein Mohammad Ashraf Zargar was booked for failing to report the stay of a foreign national. FIR No. 101/2025 was registered at Police Station Nishat.

Ram Munshi Bagh

Multiple houseboats were found operating in violation, including Floating Castle, Best View, Crystal Palace and Lake Palace. Guests from Taiwan, Russia, Romania and Spain were onboard without mandatory reporting. FIR No. 94/2025 under Sections 7, 14, and 16 of the Immigration & Foreigners Act was filed at Police Station RM Bagh.

Police said investigations are underway to identify larger linkages and possible security vulnerabilities.

Reiterating strict compliance, Srinagar Police warned that non-submission of Form-C is a serious offence and violators will face stringent legal action. The department said it remains committed to safeguarding national security and maintaining public order.
