‘Time for action, not planning,’ says CM Omar Abdullah in meeting with ministers and secretaries

Revived Darbar Move marks renewed administrative push for on-ground development in J&K

JAMMU, Nov 3: Chief Minister Omar Abdullah on Monday urged all departments to shift their focus from policy formulation to on-ground implementation, stressing that “it is time to translate decisions into tangible outcomes.” Chairing a high-level meeting with the Council of Ministers and Administrative Secretaries at the Civil Secretariat in Jammu, the Chief Minister reviewed the overall administrative preparedness and progress of developmental works as the government resumed functioning from Jammu under the revived Darbar Move tradition.

Describing the reopening of the Secretariat in Jammu after four years as “a welcome and encouraging experience,” Omar said the coming months will be crucial for delivering visible progress across sectors. “All planning and discussion phases have been completed. It is now time to transform decisions into real results that people can see and feel,” he said, according to an official statement.

The Chief Minister directed officials to focus on the timely completion of projects, removal of procedural bottlenecks, and ensuring greater efficiency in service delivery. He emphasized that every department must demonstrate measurable results in line with the government’s commitment to responsive and transparent governance. “The government has taken several policy decisions aimed at improving infrastructure, governance, and welfare. Now, the success of these measures depends on effective implementation at the grassroots,” Omar added.

Acknowledging the financial challenges faced by the administration, the Chief Minister assured that the issue of resource constraints would be addressed through better fiscal management and prioritization of critical projects. He called for a balanced approach, instructing officers to ensure productive expenditure while curbing unnecessary spending. “We must deliver results within the means available. Efficiency, discipline, and accountability will define our approach,” he said.

Omar Abdullah also announced a fresh round of district-level review meetings across the Jammu division to assess ongoing projects, monitor implementation, and directly address local grievances. He noted that similar exercises had already been conducted across the Kashmir division and had yielded valuable feedback for improving governance delivery. “Our focus is on inclusive growth, ensuring that every district benefits from development equally and that citizens feel the impact of good governance in their daily lives,” he said.

The meeting, attended by senior ministers and secretaries, discussed the pace of work under key infrastructure, health, education, and social welfare schemes. The Chief Minister reminded officials that administrative efficiency is not just about procedural compliance but about making a meaningful difference to the people’s lives. “We must ensure that government policies do not remain confined to files and meetings. Their impact must reach every household,” he remarked.

As the Secretariat resumed operations in Jammu, Omar described the return as symbolic of continuity, accountability, and administrative unity. The revival of the Darbar Move tradition, he said, was a sign of the government’s commitment to equitable development of both regions. “This institution belongs equally to Jammu and Kashmir. The move represents our shared administrative and cultural identity,” he noted, adding that the government’s renewed focus on on-ground delivery would further strengthen people’s faith in governance.
