JAMMU, Dec 18: The Jammu and Kashmir government has directed all its employees to mandatorily submit their Annual Property Returns (APR) for the year 2025 through the online Property Return System (PRS) Portal within the stipulated timeframe, warning that strict action will be taken against defaulters.
As per Circular No. 26-JK(GAD) of 2025 issued by the General Administration Department (Vigilance), every public servant is legally required to disclose details of movable and immovable assets owned by them and their family members. The declaration must be submitted in the month of January each year, along with a clear explanation of the source of income and reasons for any increase in assets.
The circular states that the requirement is mandated under Section 9 of the Jammu and Kashmir Public Servants Declaration of Assets and Other Provisions Act, 1983. It cautions that failure to submit property returns without valid justification will invite penal action under the Prevention of Corruption Act and may be treated as criminal misconduct.
In addition, the government has made it clear that non-filing of Annual Property Returns will result in denial of Vigilance Clearance, which is essential for promotions, postings and other service-related benefits.
To bring greater transparency and streamline the process, the government has made online submission compulsory through the PRS Portal, accessible at https://prs.jk.gov.in. Employees will be able to file their returns from January 1, 2026, and the portal will remain open until January 31, 2026. The system will automatically close after the deadline, and no submissions will be accepted thereafter.
All Drawing and Disbursing Officers (DDOs) have been instructed to ensure that employees under their administrative control are registered on the PRS Portal at the earliest. The DDOs have also been directed to closely monitor the filing process and ensure 100 percent compliance within the prescribed timeline.
