KCCI Appeals to CM for Resolving Tourism Stakeholders’ Challenges

Srinagar, Jan 4: The Kashmir Chamber of Commerce and Industry (KCCI) has urged Chief Minister Omar Abdullah to address critical challenges faced by the tourism sector, particularly concerning the renewal of tourism registration certificates.

Expressing concern over a recent notification (No. Reg/1129/581/DTR dated 21-12-2024) issued by the Director of Tourism, Kashmir, the Chamber called for a streamlined process to alleviate the hardships faced by the tourism and hospitality industries.

KCCI had previously raised the issue during a meeting with the Chief Minister on October 29 at the Civil Secretariat, Srinagar. A memorandum was submitted, followed by a detailed letter outlining the stakeholders’ concerns. Despite assurances of collaborative problem-solving, the Chamber expressed disappointment over the lack of meaningful consultation before issuing the notification, which it believes disregards stakeholder challenges.

Tourism stakeholders, including hoteliers, houseboat owners, guest house operators, restaurateurs, and tour and travel agencies, are grappling with a cumbersome and protracted registration renewal process. The system mandates multiple clearances and No Objection Certificates (NOCs) from various departments, necessitating frequent office visits, prolonged waiting periods, and an increasing list of formalities.

While the introduction of an online renewal system was intended to simplify the process, stakeholders report that it has failed to meet its purpose. They are still required to procure NOCs from various departments, despite these departments having independent mechanisms for ensuring compliance.

KCCI has proposed delinking the renewal process from the NOC requirements, citing more efficient practices in departments such as Income Tax, GST, and Commercial Taxes, where inter-departmental clearances are not mandated. Implementing similar measures in the tourism sector could significantly ease the burden on stakeholders and foster greater compliance.

The Chamber also highlighted the plight of hotels and guest houses constructed under earlier regulatory frameworks, which are now being asked to comply with updated regulations. KCCI urged the Government to suspend the notification until a comprehensive and practical solution is developed in consultation with stakeholders.

Amid a marked decline in tourist arrivals to Kashmir since July 2024, KCCI emphasized the need for the Government to redouble its efforts to promote tourism and support the industry during these challenging times.
