Centre Reconsiders UGC Equity Rules, Tells Supreme Court

Government informs the top court that 2026 regulations addressing discrimination in higher educational institutions are under review.

New Delhi, Aug 21: The Centre has told the Supreme Court that it is reconsidering the 2026 University Grants Commission regulations aimed at addressing discrimination in higher educational institutions.

The development comes after the Supreme Court had earlier raised concerns over provisions of the regulations. The rules were framed to strengthen safeguards against discrimination and promote greater equity within universities and other higher education institutions.

The government’s latest position indicates that the regulations are being examined again, potentially opening the way for changes to provisions that have generated legal and policy concerns.

The issue is significant for universities and colleges, where authorities have been seeking stronger mechanisms to address complaints of discriminatory treatment and ensure equal access to academic opportunities.

The Centre’s statement before the apex court is likely to keep the focus on how safeguards against discrimination can be implemented while remaining consistent with constitutional and legal requirements.

The review also comes amid wider discussions over reforms in India’s higher education system, including institutional accountability, student welfare and regulatory oversight.

The Supreme Court is expected to consider the government’s position as proceedings on the regulations continue.
