ED Director Rahul Navin Gets One Year Extension in Service

Centre approves continuation of ED chief until August 13, 2027, extending his service beyond superannuation

NEW DELHI, Aug 9: The Centre has approved a one year extension for Enforcement Directorate (ED) Director Rahul Navin, allowing him to continue at the helm of the financial crime investigation agency until August 13, 2027.

The decision was cleared by the Appointments Committee of the Cabinet (ACC) and announced through a government order issued on Saturday. Navin’s existing tenure was scheduled to end on August 13, 2026.

The order stated that the extension would remain effective for one year beyond August 13, 2026, including continuation in service beyond his scheduled retirement on July 31, 2027. His tenure will continue until August 13, 2027, or until further orders, whichever comes earlier.

A 1993-batch Indian Revenue Service officer from the Income Tax cadre, Navin, 59, became the full-time head of the ED on August 14, 2024. Before assuming the position permanently, he served as the agency’s acting director from September 2023.

Under the existing rules, the ED director is appointed for an initial two-year term, with provisions allowing three subsequent one-year extensions.

During Navin’s leadership, the agency has pursued several prominent financial investigations involving political consultancy firm I-PAC, the Reliance Anil Ambani Group and various online money gaming companies.

The agency has also concentrated on cases involving alleged fraud against homebuyers by real estate companies. In several matters, it has invoked provisions of the anti money laundering law to facilitate the restoration of assets worth crores of rupees to affected victims.

Another area of focus has been reducing long-pending litigation involving cases registered under the now-repealed Foreign Exchange Regulation Act (FERA). The agency has initiated steps for adjudication of such matters and pursued compounding proceedings under the Foreign Exchange Management Act (FEMA).

Navin has an academic background in engineering, management and taxation. He holds B.Tech and M.Tech degrees from IIT-Kanpur and an MBA from Swinburne University of Technology in Melbourne. He has also written books, journal papers and articles covering international taxation and transfer pricing issues.

The Enforcement Directorate is responsible for investigating financial offences under the Prevention of Money Laundering Act (PMLA) and the Fugitive Economic Offenders Act (FEOA). It also enforces civil provisions of the Foreign Exchange Management Act (FEMA).

With the latest decision, Navin will remain in charge of the agency through August 2027, subject to any further orders from the government.
