JPC Reviews Key Constitutional Bills During High-Level Delhi Meeting

Committee briefs Delhi Chief Minister Rekha Gupta on proposed legislative reforms aimed at strengthening accountability, transparency, and democratic governance across the country.

New Delhi, June 18: The Joint Parliamentary Committee (JPC) continued its nationwide consultation process on Wednesday by meeting Delhi Chief Minister Rekha Gupta at the Delhi Secretariat to discuss three significant pieces of proposed legislation currently under parliamentary examination. The interaction formed part of the committee’s broader effort to gather stakeholder feedback and institutional perspectives before submitting its final recommendations on the Bills.

The committee, headed by Member of Parliament Aparajita Sarangi, provided a detailed overview of the Constitution (130th Amendment) Bill, 2025, the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, and the Union Territories Government (Amendment) Bill, 2025. During the meeting, members outlined the objectives, major provisions, and anticipated implications of the proposed laws, which are expected to influence future governance structures and administrative accountability mechanisms.

As part of the consultation exercise, the committee formally presented copies of the draft legislation and supporting documents to the Chief Minister for review. The engagement reflected the JPC’s emphasis on obtaining diverse viewpoints from elected representatives and government institutions before finalising its report.

According to committee members, the proposed amendments seek to reinforce constitutional principles while promoting greater openness and responsibility in public administration. The legislative proposals are designed to improve institutional effectiveness, strengthen democratic safeguards, and enhance citizen confidence in governance systems.

The discussions witnessed participation from parliamentarians representing different political parties, highlighting the bipartisan nature of the committee’s work. Among those attending were Dr. K. Laxman, Ujjwal Nikam, D.K. Aruna, Parshottam Rupala, Asaduddin Owaisi, Dr. Indra Hang Subba, Anurag Thakur, Brij Lal, Brijmohan Agrawal, and Manan Kumar Mishra. Senior officials from the Lok Sabha Secretariat were also present during the deliberations.

Welcoming the committee, Chief Minister Rekha Gupta stressed the critical role of integrity, transparency, and public accountability in sustaining democratic governance. She observed that constitutional provisions alone cannot ensure effective democracy unless institutions maintain public trust through responsible conduct and transparent decision-making.

During her interaction with committee members, Gupta provided an overview of Delhi’s administrative framework and its distinct constitutional arrangement. She highlighted ongoing efforts by the Delhi Government to improve governance standards through citizen-centric policies, administrative reforms, and mechanisms aimed at enhancing public service delivery.

The Chief Minister underlined that strengthening democratic institutions requires collective commitment from governments, legislators, and public bodies. Referring specifically to the Constitution (130th Amendment) Bill, 2025, Gupta stated that the proposal has the potential to reinforce public confidence in individuals entrusted with public responsibilities.
