LG Saxena Notifies Draft Ladakh District Mineral Foundation Trust Rules 2026

Jammu, Jun 22: The Lieutenant Governor of Ladakh, V K Saxena, has notified the draft Ladakh District Mineral Foundation (Trust) Rules, 2026, marking a significant step towards strengthening welfare mechanisms for communities impacted by mining operations across the Union Territory.

The proposed rules are aimed at establishing a structured framework for the utilisation of funds generated through mining activities, with a clear focus on improving living standards, enhancing infrastructure, and promoting sustainable development in mineral-rich and mining affected areas.

According to officials, the draft framework seeks to ensure that a portion of mining revenue is systematically channelled into the District Mineral Foundation (DMF) Trust. These funds are intended to support critical sectors such as health, education, drinking water supply, environmental protection, skill development, and local infrastructure development.

The notification of the draft rules is being seen as an effort to bring greater transparency, accountability, and efficiency in the management of resources derived from mineral extraction activities in Ladakh.

Authorities have emphasized that the DMF mechanism is designed to directly benefit communities that bear the social and environmental impact of mining operations. The focus remains on inclusive growth, ensuring that development benefits reach remote and vulnerable populations in the Union Territory.

Officials further stated that the draft rules propose a governance structure for the Trust, including mechanisms for planning, implementation, monitoring, and audit of development projects funded through DMF allocations.
