India, 17 July : India has achieved a significant milestone in expanding its social welfare framework, with social protection coverage now extending to more than one billion citizens, according to Union Labour and Employment Minister Mansukh Mandaviya. The achievement marks a remarkable transformation in the country’s social security ecosystem over the past decade and has received international recognition from the International Labour Organization (ILO).
Speaking after the 12th BRICS Labour and Employment Ministers’ Meeting held in Hyderabad under India’s BRICS Chairship, the minister highlighted that the nation’s social protection coverage has increased dramatically since 2015. The latest estimates indicate that nearly seven out of every ten Indians are now covered under one or more government-backed social protection initiatives.
The announcement reflects India’s sustained efforts to strengthen welfare programmes, improve financial inclusion, and ensure broader access to social security benefits for workers, vulnerable communities, women, senior citizens, and economically weaker sections.
Coverage Expands Fourfold in Just Over a Decade
According to the Labour Ministry, social protection coverage has expanded from approximately 25 crore people in 2015 to more than 100 crore citizens in 2026. During the same period, the coverage rate rose from around 19 percent of the population to approximately 68.4 percent.
The expansion has been driven by multiple reforms aimed at integrating welfare schemes, digitising beneficiary databases, and improving the delivery of financial assistance through technology-enabled governance.
Officials say the growth reflects continuous policy initiatives focused on extending pensions, insurance, healthcare, employment security, maternity benefits, and income support across both organised and unorganised sectors.
ILO Recognises India’s Achievement
The milestone received formal acknowledgement from International Labour Organization Director-General Gilbert F. Houngbo during his virtual address to BRICS Labour Ministers.
According to the ILO’s latest running estimates, India’s social protection system now serves nearly one billion people, making it one of the world’s largest social security networks.
Houngbo described India’s progress as an important example for developing nations and suggested that the country’s experience could serve as a valuable model through South-South cooperation.
The recognition carries considerable international significance as the ILO remains the leading global body monitoring labour standards, employment policies, and social security systems across member countries.
Recognition at BRICS Platform
India showcased its achievements during the BRICS Labour and Employment Ministers’ Meeting, where participating nations discussed future labour markets, workforce resilience, employment generation, digital transformation, and inclusive economic growth.
The discussions focused on preparing economies for technological changes while ensuring workers remain protected through stronger social security systems.
India used the platform to present its experience in expanding welfare coverage through digital infrastructure, direct benefit transfers, Aadhaar-linked services, and integrated social security initiatives.

In 2015, only about one-fifth of the country’s population was covered under formal social protection mechanisms. Successive policy interventions gradually expanded eligibility and improved enrolment through technology-driven governance.
Government initiatives promoting universal financial inclusion, health insurance, pension schemes, accident insurance, maternity assistance, employment guarantees, and worker welfare have collectively contributed to higher coverage.

In 2025, the country received the International Social Security Association (ISSA) Award for Outstanding Achievement in Social Security.
The honour recognised India’s rapid expansion of social protection coverage, which had already reached over 940 million beneficiaries by 2025.
