NEW DELHI, Apr 22: In a significant outreach to the administrative backbone of the nation, Prime Minister Narendra Modi has addressed letters to more than one crore civil servants, urging them to place the principle of ‘Nagrik Devo Bhava’—the belief that citizens are akin to divine at the core of every governmental decision.
The letters, penned on April 20 ahead of Civil Services Day, underline the importance of prioritising public welfare and ensuring that governance reflects empathy, efficiency, and accountability. By communicating directly with officials across ranks, the Prime Minister sought to reinforce the idea that administration is fundamentally a service to the people.
Citizen-Centric Governance as a National Priority
Emphasising the growing expectations from both domestic and global audiences, Modi noted that the 21st century presents a unique blend of challenges and opportunities. Rapid technological advancements, evolving societal needs, and increasing global interconnectedness require governance systems to be adaptive and forward-looking.
He stressed that the work culture within government institutions must evolve to meet these demands. According to the Prime Minister, aligning administrative practices with the aspirations of citizens is essential for maximising the potential of what he described as a “historic era” for the country.

A key theme of the communication was the importance of continuous learning among civil servants. Modi highlighted platforms such as iGOT Karmayogi as critical tools in building skills and enhancing professional capabilities.

In a move designed to ensure inclusivity and accessibility, the letters were issued in 12 languages, including Hindi, English, Tamil, Telugu, Bengali, and Marathi. This multilingual approach enabled the message to reach civil servants across ministries, departments, states, and Union Territories, reinforcing the idea of unity in diversity within administrative functions.

The Prime Minister’s message also drew inspiration from the festive atmosphere prevailing across various parts of India. Celebrations such as Rongali Bihu, Vishu, Puthandu, Poila Boishakh, Maha Bishuba Pana Sankranti, and Baisakhi were cited as symbols of renewal, hope, and fresh beginnings.
Linking these celebrations with the concept of growth and transformation, Modi described the ongoing ‘Sadhana Saptah’ as a “festival of learning,” bringing together civil servants from across the country in a shared commitment to excellence.
