J&K Reservation in Promotion Policy Still Stalled, Confederation Seeks Supreme Court’s Intervention

All India Confederation Presses for Judicial Representation, Raises Voice in Jammu

  • Confederation Urges Installation of Dr Ambedkar’s Statue in J&K High Court PremisesJammu: 26.07.2025: Today, R.K. Kalsotra, State President, All  India Confederation of SC/ST/OBC/Minority Organisations held a press conference in Jammu and demanding representation of Scheduled Castes, Scheduled Tribes, Other Backward Classes and minority communities including Women in the higher judiciary.

    R.K. Kalsotra said that the Jammu and Kashmir High Court came into existence in 1928 and since then no member of the Scheduled Caste and Sikh community has become a judge in the High Court. We demand the appointment of judges representing the Scheduled Castes and Sikh communities as well as Scheduled Tribes and Other Backward Classes and women in the Jammu and Kashmir High Court.

    – Installation of Dr. B.R. Ambedkar’s statue: A memorandum of demands was submitted to the Chief Justice of the Jammu and Kashmir and Ladakh High Court in October 2024, which also includes the installation of Dr. Ambedkar’s statue.

    The Confederation met the Hon’ble Union Law Minister Mr. Arjun Meghwal ji, which resulted in an increase in the number of judges in the Jammu and Kashmir High Court, and who also asked the Chief Justice of Jammu and Kashmir to recommend to give representation to SC, ST, OBC and minorities of the society in response to becoming Justice.

    Today, representation of many honorable judges including the Indian Law Minister, Mr Arjun Ram Meghwal, Chief Justice of India Justice BR Gavai and Chief Justice of Jammu and Kashmir Justice Arun Palli is coming to Jammu and Kashmir. On this occasion, we through media once again put our demand before the Honorable Union Law Minister, Chief Justice of India and Chief Justice of Jammu Kashmir that along with the Scheduled Caste and Sikh community, ST, OBC, Minority and Women should be made Judges in Jammu and Kashmir as soon as possible.

    Currently, there are concerns about the reservation promotion policy in Jammu and Kashmir and since October 2015 it has been stopped by the Jammu and Kashmir High Court and since then the cases are pending in the Supreme Court, Jammu and Kashmir High Court and CAT as well. Through today’s press conference, we are bringing this to the notice of the Chief Justice of India to personally look into and decide the matter as early as possible.

    There are many cases of SC-ST atrocities pending in the Jammu and Kashmir High Court. We request the Chief Justice of India and the Chief Justice of Jammu and Kashmir to closely monitor these cases to ensure justice to the victims.
