Congress J&K Chief Warns of Confusion, Chaos Until “Dual Control” System Is Resolved

JKPCC president stresses that governance issues will continue until statehood restoration and dual control system overhaul

SRINAGAR, Sept 20: Jammu and Kashmir Pradesh Congress Committee (JKPCC) president Tariq Karra on Friday raised concerns over the Union Territory’s current governance structure, stating that the ongoing “dual control” system is causing confusion and chaos in administration. He emphasized that until this system is fixed, governance challenges will persist.

Karra, while addressing reporters in Srinagar, acknowledged that authorities are working to resolve the hitches in the dual control system and expected announcements regarding changes soon. “I have been saying since the start that the problem will persist till the system does not end. Till then there will be chaos and confusion. What I understand is that the hitches are being removed, and changes are expected shortly,” he said.

Highlighting the accountability gap, Karra noted that senior bureaucrats IAS, IFS, and IPS officers remain directly under the Lieutenant Governor and are not fully answerable to the elected state apparatus. “The accountability of these officers is negligible with the state government. Once statehood is restored, all duties and accountability will come to the state government,” he added.

Commenting on the recent disruptions on the Srinagar-Jammu highway, Karra dismissed claims that repairs could be completed in days. “The damage is in kilometers, not meters. Fixing it completely will take months, not 3-4 days,” he warned.

He also disagreed with Chief Minister Omar Abdullah’s suggestion that the state government take control of the highway repairs if the Centre is unable to reopen it. Karra stressed that the National Highway Authority and the Border Roads Organisation (BRO) possess the necessary infrastructure and expertise, which the state government currently lacks.

The Congress leader’s remarks underline the ongoing administrative challenges in J&K, emphasizing the need for structural reforms and restoration of statehood to ensure efficient governance.
