Srinagar, Oct 30: As temperatures begin to drop across Jammu and Kashmir, the government has announced special winter arrangements for key administrative offices under the Home Department to ensure uninterrupted governance and public service delivery. According to Government Order No. 522-Home of 2025, the Home Department and its affiliated wings will function simultaneously from both Srinagar and Jammu during the winter season 2025–26.
The arrangement, aimed at maintaining operational continuity despite weather disruptions, covers several critical establishments, including the Police Headquarters, Prisons Headquarters, Directorate of Prosecution, Police Housing Corporation, Homeguards, Civil Defence, and State Disaster Response Force (SDRF), Fire and Emergency Services, Forensic Science Laboratory, Sainik Welfare Department, and Defence Labour Procurement offices.
The government order mandates the Heads of Departments (HoDs) to ensure equitable deployment of officers and staff at both regional headquarters. This is intended to facilitate efficient coordination between the twin capitals, ensuring that no administrative bottlenecks arise during the winter months when mobility and communication are often affected by harsh climatic conditions in the Kashmir Valley.
Officials said the decision reflects the government’s commitment to maintaining seamless governance across both regions of the Union Territory. By enabling dual-office functionality, the administration seeks to ensure that citizens continue to receive essential services, particularly in areas related to law enforcement, emergency response, and welfare. The Home Department has further instructed all subordinate offices to make necessary logistical and technical arrangements, including digital connectivity and data coordination, to support simultaneous functioning from both locations.
Officials have also been asked to submit compliance reports on staff deployment and office readiness within a stipulated timeframe, ensuring that public-facing departments remain fully functional and responsive.
