DM Poonch orders immediate enforcement of firecracker ban amid heightened security alerts

POONCH, November 6: The District Magistrate of Poonch, Ashok Kumar Sharma (JKAS), has imposed a complete ban on the sale and use of firecrackers across the entire district with immediate effect. The order will remain in force until further notice and has been issued in view of serious security concerns highlighted by the local police authorities.
According to the official order, the Senior Superintendent of Police (SSP) Poonch reported that the bursting of firecrackers, particularly during late evening and night hours, poses a potential threat to public safety. The sound of firecrackers, especially amid the ongoing marriage season, can create confusion among Army personnel and other security forces stationed in the border district. Such disturbances could hinder their ability to respond swiftly and effectively in the event of any terror-related or firing incident.
Taking these concerns into account, the District Magistrate invoked powers under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) to enforce the prohibition. The order categorically bans the storage, sale, and bursting of firecrackers in all areas of the district, including towns and rural regions.
The directive also calls upon Sub-Divisional Magistrates (SDMs), Tehsildars, the Chief Executive Officer of the Municipal Council Poonch, the Executive Officer of the Municipal Committee Surankote, and the District Information Officer to take immediate steps to disseminate the order widely. They have been instructed to publicize the ban through print and electronic media, as well as through traditional means like drum beating and public announcements, ensuring that residents are fully aware of the restrictions.
District Magistrate Sharma stated that the decision was taken on an urgent basis in the interest of public safety and national security. The order has been issued ex-parte, meaning it was implemented without awaiting any further consultation due to the pressing nature of the situation.
“The step has been taken keeping in view the sensitivity of the region and the need to prevent any situation that could lead to miscommunication or panic among security forces,” the order reads. The administration has also warned that any violation of the order will invite strict legal action under the provisions of the Bharatiya Nyaya Sanhita, 2023.
