Jammu & Kashmir Drafts New Policy to Boost Ease of Business, Attract Investments

Lt Governor Manoj Sinha announces major push for multimodal infrastructure, dry ports, warehousing and industry status for logistics sector.

J&K, Nov 21 : Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday said the Union Territory is set for a major logistics overhaul, with the Jammu and Kashmir Logistics Policy 2025 to be unveiled soon. The policy aims to build smart logistics infrastructure, enhance multimodal connectivity, and make the region more competitive and investment-ready.

Speaking at the Jammu Trade and Logistics Conclave 2025, organised by the Indian Chamber of Commerce (ICC), Sinha said the new framework will include dry ports, warehousing zones, improved freight movement systems, and greater private sector participation. The policy will also grant industry status to the logistics sector, enabling it to receive full benefits under the UT’s industrial policies.

Sinha highlighted that under the PM GatiShakti National Master Plan (PMGS-NMP), 49 major logistics and connectivity projects worth ₹3,000 crore have already been mapped, ensuring real-time coordination and faster execution. This integrated planning, he said, is helping bridge logistics gaps, improve last-mile connectivity to industrial estates, and reduce both freight costs and transit time.

A key project under the upcoming policy is the development of a Multi-Modal Logistics Park (MMLP) at Vijaypur, to be built under the PPP-DBFOT model. The facility will include an inland container depot, warehousing units, cold storage, a truck terminal, and a container freight station  all designed to boost trade efficiency and strengthen supply chains.

Sinha pointed to rapid improvements in road and rail connectivity over the last five years, saying they have unlocked the UT’s economic potential and positioned Jammu as an emerging trade and logistics hub linking Ladakh and the Kashmir Valley with national trade corridors.

Underlining the impact of the National Logistics Policy and digital integration reforms, Sinha said enhanced storage, multimodal connectivity, and last-mile delivery are ensuring that remote regions remain connected to mainstream development. The expansion of e-commerce and retail is also driving growth in warehousing and logistics capabilities.

Calling the transformation “extraordinary,” the Lt Governor said a robust logistics ecosystem is essential for supporting producers, MSMEs, artisans, traders, and farmers. “A strong storage, logistics and warehouse chain is the need of the hour to drive self-reliance and directly connect producers to consumers,” he added.
