PM Modi Calls for ‘Policy Over Drama’ as Winter Session Kicks Off, Opposition Targets SIR Issue
Parliament kicks off 19 day Winter Session with economic, security bills and Opposition push for SIR debate
New Delhi, Dec 01 : The Winter Session of Parliament commenced on Monday, marking the start of a 19-day schedule with 15 sittings, blending legislative urgency with political friction. The government is set to introduce key economic and national securitylinked bills, while the Opposition plans to spotlight the controversial SIR exercise.
PM Modi Calls for Constructive Debate
Ahead of the session, Prime Minister Narendra Modi urged MPs to prioritize policy over theatrics. Speaking at Hans Dwar, he said: “Negativity may be useful in politics, but there should be positive thinking for nation-building. Whoever wants to do drama can do it, but here, the emphasis should be on policy, not slogans.”
He emphasized that younger and first-time MPs should be given space to speak, noting that disruptions often prevent them from raising constituency concerns. Modi also underscored the importance of the session under the guidance of the newly appointed Rajya Sabha Chairman and highlighted ongoing GST reforms.
Opposition Readies SIR Confrontation
Congress MP Manickam Tagore filed an Adjournment Motion in the Lok Sabha, seeking immediate suspension of the SIR exercise across 12 states and Union Territories. Opposition leaders have indicated this will be their key focus at the start of the session, along with debates on national security following the Delhi car blast, labour laws, Governors’ roles, and pending state dues.
Government Set to Introduce Key Bills
The government plans to introduce at least 13 bills, including:
Central Excise Amendment Bill, 2025 and Health Security National Security Cess Bill, 2025 – aimed at restructuring GST compensation cess on “sin goods” and channeling revenue toward national security and public health.
National Highways (Amendment) Bill, Corporate Laws (Amendment) Bill, Insurance Laws (Amendment) Bill, Higher Education Commission of India Bill, 2025.
Atomic Energy Bill may allow private players to set up nuclear power plants for the first time.
Supplementary Demands for Grants and Other Initiatives
Parliament will also consider the first batch of Supplementary Demands for Grants for 2025–26. Additionally, the government plans to commemorate 150 years of Vande Mataram during the session, contingent on smooth proceedings.
