Omar-Led Cabinet Clears Major Promotions in R&B, Orders Urgent Review of Daily Wager Issues

• Administrative Boost for Livestock, Fisheries and Infrastructure as Cabinet Passes Key Proposals

Jammu, Dec 3: The Jammu and Kashmir Cabinet, chaired by Chief Minister Omar Abdullah, convened in Jammu this morning and approved several key administrative proposals aimed at improving departmental functioning and strengthening governance mechanisms across the Union Territory. The meeting, held at the Chief Minister’s residence at 9 am, focused on long-pending service matters, sectoral reforms, welfare issues and development-linked decisions that required immediate attention.

One of the major approvals came in the Roads and Buildings (R&B) Department, where the Cabinet cleared a comprehensive proposal on promotions and seniority-related matters for officers. After extensive deliberations, the government endorsed the recommendations, paving the way for career progression within the department and ensuring smoother administrative functioning in one of the UT’s most critical infrastructure wings.

Officials said the Cabinet also gave its nod to the establishment of the Animal Protection Board, a significant institutional step meant to streamline regulations, strengthen livestock welfare mechanisms and coordinate policies related to animal health and safety. This decision is expected to bring more accountability and structured oversight to sectors connected with livestock, dairy, and animal-based livelihoods.

The meeting additionally reviewed issues concerning electricity supply, reservation matters, and winter preparedness, especially in view of the seasonal challenges faced by various districts. Financial support was sanctioned to strengthen cooperative societies working with fishing and livestock communities, ensuring sustained income opportunities and better institutional backing for these traditional occupations.

Speaking to the media after the meeting, Cabinet Minister Javed Rana said that a number of agenda items were cleared with a view toward resolving long-pending administrative matters. “The main focus today was on the promotion and seniority confirmation of R&B Department officers, which has now been approved. We also took up matters related to our pawns and anglers community. Cooperative societies play a crucial role in supporting them, and necessary funds have been sanctioned to strengthen these groups,” he said.

Rana further confirmed that the Chief Secretary has been tasked with submitting a detailed report on daily wagers working across various government departments. “There is a serious issue concerning thousands of daily wagers in different categories. The government recognises its responsibility toward them and is committed to ensuring a fair and just resolution. The Chief Secretary has been directed to provide a comprehensive report at the earliest,” he said.

Sources indicated that the meeting concluded with clear instructions to departments to expedite pending reports and initiate swift implementation of all decisions taken during the Cabinet session. The emphasis, officials noted, was on ensuring that administrative reforms translate into timely service delivery, improved governance, and tangible relief for affected sections of society.
