“Budget Session Opens with J&K Speaker’s Call for Discipline and Decorum in Assembly”

Abdul Rahim Rather urges MLAs to uphold dignity and decorum, says people want solutions, not chaos, during Assembly proceedings.

Jammu, Feb 2: Emphasising discipline and dignity in legislative proceedings, Jammu and Kashmir Assembly Speaker Abdul Rahim Rather on Monday issued a clear warning against any form of indiscipline as the Budget Session commenced.

Addressing members on the opening day of the session, the Speaker acknowledged that differences of opinion are an integral part of democracy but stressed that they must be expressed with restraint and mutual respect.

“There was a time when Assembly proceedings reached people through newspapers the next day. Today, citizens are watching us live in their homes. We must not humiliate or disrespect one another,” Rather said.

He reminded legislators that the public expects meaningful debate and resolution of issues, not disruptions. “People want solutions to their problems. Creating disturbances does not serve them. Your constituents are closely watching how responsibly you raise their concerns,” he said.

Reassuring members, the Speaker said adequate time would be allotted for discussions and for raising public issues during the session. He also informed the House that the Business Advisory Committee (BAC) has decided to hold double sittings during the first phase of the Budget Session to ensure effective use of time.

Reiterating his stand, Rather made it clear that maintaining order in the House is his foremost responsibility. “I will not tolerate indiscipline under any circumstances,” he asserted.

The Budget Session is expected to witness intense debates, with opposition parties preparing to question the government on several key issues.
