At UN, India Calls for United International Response to ISIS, Al-Qaeda Threat

New Delhi highlights terrorism as a major threat to global peace, calls for stronger international cooperation and counter-terror efforts.

India, Mar 05  : India has urged the international community to strengthen cooperation in combating terrorist organisations such as ISIS and Al-Qaeda, emphasising that terrorism remains a serious threat to global peace and security.

Speaking at the United Nations Office of Counter Terrorism’s annual ambassadorial-level briefing, India’s First Secretary to the UN, Raghoo Puri, stressed that terrorism transcends borders and requires a unified global response. He said countries must work collectively to confront extremist groups and their affiliates.

During the meeting, Puri referred to the April 2025 terror attack in Pahalgam in Jammu and Kashmir, where 26 tourists lost their lives. The attack was claimed by The Resistance Front, which India identifies as a proxy of the Pakistan-based Lashkar-e-Taiba, a group designated as a terrorist organisation by the United Nations.

Highlighting India’s long experience in dealing with cross border terrorism, Puri said the country understands the deep social, economic and human impact such violence leaves on victims and communities.

India also reiterated the importance of the Global Counter Terrorism Strategy (GCTS), describing it as a key framework for multilateral cooperation against terrorism. Puri noted that New Delhi will actively participate in discussions leading to the ninth review of the strategy and will extend full support to co-facilitators Finland and Morocco during the negotiation process.

He further underlined India’s efforts to strengthen the UN’s counter-terrorism architecture during its tenure as Chair of the Counter Terrorism Committee in 2022. According to Puri, several initiatives undertaken by India continue to reflect its commitment to addressing evolving security threats.

Among these initiatives is the “Delhi Declaration”, a significant document adopted to address the misuse of emerging and advanced technologies by terrorist groups. The declaration was finalised following a special meeting of the UN Security Council’s Counter-Terrorism Committee held in New Delhi and Mumbai in October 2022.

India emphasised that new technologies are increasingly being exploited for extremist activities, making global cooperation crucial to tackle such risks effectively.

Reaffirming its commitment, Puri said India will continue working closely with UN agencies and partner countries to strengthen global preparedness against the evolving threat of terrorism.
