J&K Relief Organisation rebuts news regarding ration distribution among migrants

JAMMU, APRIL 27: The Relief Organisation, J&K government, has strongly refuted the news item published in a local daily on April 26, 2026, regarding the ration distribution in terms of the Special Relief Ration Scheme for Kashmiri/Jammu Migrants.

“The report presents an incomplete picture and creates an unwarranted propaganda regarding implementation of the scheme,” clarified the organisation while issuing an official rebuttal in this regard.

The organisation further clarified that ration distribution is being carried out by the Food, Civil Supplies & Consumer Affairs Department in accordance with the Special Relief Ration Scheme for Kashmiri/Jammu Migrants notified vide Government Order No. 15-JK(FCS&CA) of 2026 dated 05.03.2026, from all 32 designated ration depots in Jammu district, including Mini Township Jagti which houses 5,252 migrant families.

All Relief Ration Card holders, whether PHH, NPHH, or special category, continue to receive 11 kg of free ration per person per month along with 1 kg of sugar, while migrants under the non-relief category such as pensioners, categorized as NPHH, are entitled to ration at government-approved NFSA rates. The Government of J&K, through S.O. 392 and S.O. 393 of 2024 dated 13.08.2024, has amended the J&K Food Security Rules, 2021 and the Targeted Public Distribution (Control) Order, 2023 to integrate migrant ration cards into the NFSA database, thereby enabling the migrants to avail benefits of various social sector schemes. Further, Government Order No. 27-JK(DMRRR) of 2025 dated 16.05.2025 has clarified that the existing scale of ration distribution and norms for inclusion, deletion, bifurcation, conversion and corrections will continue under the Relief Organisation without change.

These clarifications have been widely communicated through public notices and information campaigns and approximately 450 migrant families have already availed benefits of social security and welfare schemes after this integration.

The department reiterated that the integration of migrant ration cards on the  NFSA database  scheme is being done in compliance with the relevant Government Orders and rules and the concerns raised in the said article are unfounded, misleading and contrary to facts, published without obtaining official version.
