In this regard, a Government Order Number 803–GAD of 2019 has been issued by General Administration Department late this evening. “Sanction is hereby accorded to the appointment of Farooq Khan, IPS (Retd), as Advisor to the Governor of Jammu and Kashmir with effect from the date he assumes charge,” the Order reads.
“His appointment shall be governed by the terms and conditions as are applicable to other Advisors in terms of Government Order No. 1110-GAD of 2018 dated 09-07-2018,” reads the order.
Farooq Khan, who was serving as Administrator of Union Territory Lakshadweep, has resigned from the post two days before.
Apart from Farooq Khan, two other Advisors including Kewal Krishan Sharma and Khurshid Ahmad Ganai are retired IAS officers while K Vijay Kumar is retired IPS officer. Kumar was also Security Advisor in the Union Ministry of Home Affairs. Another Advisor, Skandan Krishnan, who was Tamil Nadu cadre IAS officer, had retired as Director Anna Institute of Management, Chennai on December 31, 2016.
Of five Advisors of the Governor now, three are locals from Jammu and Kashmir and two from outside the State. Khurshid Ganai, Kewal Krishan Sharma and farooq Khan belonged to Jammu and Kashmir while Vijay Kumar and Skandan Krishnan are from outside. Though Kewal Krishan Sharma hailed from Jammu, he hadn’t served in the State as he was 1983 batch IAS officer AGMUT cadre (Arunachal Pradesh, Goa, Mizoram and Union Territories) and had served as Goa and Delhi Chief Secretary besides holding other prestigious posts.
Farooq Khan, a 1994-batch IPS officer, retired in 2013. He joined the BJP ahead of the 2014 Lok Sabha elections and was given key positions, including the charge of the party’s minority cell and North East Affairs.
The former IPS officer led to the clearing of the Hazratbal Shrine in March 1996 in which 18 militants were killed. He shot to prominence in the mid 1990s when he became the first head of the anti-militancy Task Force popularly known as Special Task Force and played an important role in the creation of counter-insurgency Special Operations Groups.
It was under Khan that Raghunath Temple, Jammu was freed from militants in 2003. He has been also awarded with the President’s medals for gallantry, bravery and distinguished service.
He retired as the Director of the Sher-e-Kashmir Police Academy Udhampur in the rank of Inspector General of Police.
After retirement, Khan joined BJP in 2014 before Parliamentary election in Hiranagar’s Narendra Modi election rally.
Farooq Khan was earlier Jammu and Kashmir BJP spokesperson.
Former National Secretary of BJP Farooq Khan, was appointed the Administrator of Lakashdeep three years back.
His grandfather Colonel (retired) Peer Mohammad Khan, was in the army of Maharaja Hari Singh.
