Mahesh Dixit Named New Intelligence Bureau Chief, Takes Over from Tapan Deka

Veteran IPS officer and former Jammu and Kashmir intelligence chief to succeed Tapan Kumar Deka with a two-year tenure at India's premier internal intelligence agency.

New Delhi, June 26: The Central Government has appointed senior Indian Police Service (IPS) officer Mahesh Dixit as the next Director of the Intelligence Bureau (IB), entrusting the experienced intelligence official with the leadership of India’s premier internal intelligence agency. The appointment marks a significant transition in the country’s security establishment as Dixit prepares to succeed outgoing IB Director Tapan Kumar Deka.

The decision was cleared by the Appointments Committee of the Cabinet (ACC), headed by Prime Minister Narendra Modi. According to the official notification, Dixit will serve as Director of the Intelligence Bureau for a period of two years from the date he assumes office or until further orders, whichever comes earlier.

A 1993-batch IPS officer belonging to the Andhra Pradesh cadre, Mahesh Dixit currently serves as the Special Director of the Intelligence Bureau, making him the agency’s second highest ranking officer. His elevation follows years of experience in intelligence gathering, counter-terrorism operations and internal security management across some of the country’s most sensitive regions.

Dixit will replace Tapan Kumar Deka, a 1988-batch IPS officer of the Himachal Pradesh cadre, whose extended tenure as IB Director concludes on June 30. Deka has headed the Intelligence Bureau since July 2022 and was granted two successive service extensions by the Centre in recognition of his role in strengthening India’s internal security framework.

The Ministry of Personnel, Public Grievances and Pensions issued the appointment order after approval from the Cabinet committee. To facilitate his tenure as Intelligence Bureau Director, the government has also granted Dixit an extension in service under the provisions of Fundamental Rule 56(d) and Rule 16(1A) of the All India Services (Death cum Retirement Benefits) Rules, 1958.

The official order stated that the Appointments Committee of the Cabinet had approved the appointment of Mahesh Dixit as Director of the Intelligence Bureau by extending his service under the applicable service rules, enabling him to lead the organisation for the next two years.

Known within the intelligence community for his operational expertise, Dixit has handled several key assignments during his distinguished career. His professional experience spans intelligence collection, anti-terror operations, strategic security planning and coordination among multiple law enforcement agencies.

One of the most significant phases of his career came during his posting as the head of the Subsidiary Intelligence Bureau (SIB) in Jammu and Kashmir. The assignment placed him at the forefront of intelligence operations in one of India’s most security-sensitive regions, where he supervised intelligence coordination related to counter-insurgency, cross-border infiltration and anti-terror efforts.

Officials familiar with his career have often described his tenure in Jammu and Kashmir as one of the defining periods of his professional service. The region’s complex security environment required continuous intelligence assessments, close coordination with the armed forces and police, and timely operational inputs to prevent security threats.

Last year, Dixit was transferred from Jammu and Kashmir to the Intelligence Bureau headquarters in New Delhi and promoted as Special Director. His appointment as the agency’s second-in-command was widely viewed within official circles as recognition of his extensive field experience and leadership capabilities.

The latest elevation now places him at the helm of India’s oldest intelligence organisation, responsible for safeguarding national security against a wide range of internal threats. The Intelligence Bureau plays a crucial role in monitoring terrorism, espionage, radicalisation, organised crime, cyber threats and other challenges affecting the country’s internal security.

Outgoing Director Tapan Kumar Deka leaves office after nearly four years at the agency’s highest position. During his leadership, the Intelligence Bureau strengthened intelligence coordination among central and state agencies while enhancing surveillance mechanisms against evolving security risks.

Deka also supervised intelligence responses to emerging challenges such as cyber-enabled threats, cross-border terrorism and hostile intelligence activities. His tenure witnessed closer cooperation between multiple security organisations and increased emphasis on intelligence-driven operations.

The Centre’s decision to appoint Mahesh Dixit reflects its preference for continuity and institutional experience in one of the country’s most critical security organisations. His long association with the Intelligence Bureau and extensive operational background are expected to ensure a smooth leadership transition.

Security experts believe Dixit’s experience in both field operations and headquarters level intelligence management will be valuable as the agency confronts increasingly sophisticated security challenges. Rapid technological developments, cyber espionage, terrorism financing and transnational criminal networks continue to reshape the country’s security landscape, requiring intelligence agencies to constantly upgrade their capabilities.

As the new Director of the Intelligence Bureau, Dixit will oversee intelligence collection, strategic assessments and coordination with state police forces, central security agencies and other national institutions responsible for protecting India’s internal security interests.

His appointment also comes at a time when intelligence agencies are placing greater emphasis on technology driven surveillance, data analytics and integrated intelligence sharing mechanisms to respond to evolving threats more effectively.

With Mahesh Dixit taking charge, the Intelligence Bureau enters a new phase of leadership focused on maintaining operational efficiency, strengthening national security preparedness and ensuring timely intelligence support for safeguarding the country’s internal stability.
